1 Apologies for absence.
Apologies for absence were received from Councillors Callaghan and Robertson.
2 Introduction of new Members
The Worshipful the Mayor announced that the Chief Executive had been notified that there would be 6 political groups on the Council:

Conservative (22), Independent (11), Labour (9), Liberal Democrat (4), Southend Independence (3) and UKIP (2)

The Group Leaders were respectively Councillors Lamb, Terry, Gilbert, Longley, Moyies and Waterworth. Councillor Woodley would remain Leader of the Council as he was elected for a 4 year term on 5th June 2014.

The Worshipful the Mayor invited the Group Leaders to introduce their new and returning Members.
3 Election of Mayor for Muncipal Year 2015/16
Resolved:

That Councillor Andrew Moring be appointed to the Office of Mayor of the Borough of Southend-on-Sea for the Municipal Year 2015/16.
4 Appointment of Mayor's Chaplain
The Worshipful the Mayor announced that he would appoint a different Chaplain for each Council meeting for the Municipal Year 2015/16.
5 The Worhipful the Mayor's Charity
The Worshipful the Mayor announced that the Mayoral Charities for his year of office would be the Southend Branch of the Samaritans and the Southend Fund.
6 Appreciation to Outgoing Mayor
Resolved:

1. That the best thanks of the Council be tendered to Councillor Chris Walker for the efficient and dignified manner in which he has performed the duties of the Office of Mayor during the past year, and for the ability and courtesy with which he has presided over the deliberations of this Council, and that as a token of the Council's appreciation of such service he be presented with a Past Mayor's Badge suitably inscribed and a Mayoral Album.

2. That the best thanks of the Council be tendered to Mrs Janet Walker for the dignified manner in which she has performed the duties of the Mayoress during the past year and that as a token of the Council's appreciation of such service she be presented with a Past Mayoress' Badge suitably inscribed.
7 Election of Deputy Mayor for Municipal Year 2015/16
On the nomination of Councillor Ron Woodley, seconded by Councillor Martin Terry, and with the unanimous support of the Council:

Resolved:

That Councillor Dr Velmurugan be appointed to the Office of Deputy Mayor of the Borough of Southend-on-Sea for the Municipal Year 2015/16.
