783 Declarations of interest.
The following interests were declared at the meeting:

(a) Councillor Cox - interest in Agenda Item No 3 Essex and Southend Waste Partnership Programme - Residual Waste Treatment Contract / Refuse Derived Fuel (RDF) Progress Report was has been referred direct to scrutiny by Cabinet; attended pursuant to the dispensation agreed at Council on 19th July 2012, under S.33 of the Localism Act 2011;

(b) Councillor Holland - Agenda Item No. 3 Essex and Southend Waste Partnership Programme - Residual Waste Treatment Contract / Refuse Derived Fuel (RDF) Progress Report - Non pecuniary interest: Council appoint representative to the Cory Environmental Trust.
784 Essex and Southend Waste Partnership Programme - Residual Waste Treatment Contract/Refuse Derived Fuel
Resolved:

That the following recommendations of Cabinet be noted:-

1. That Essex County Council commence the procurement exercise for the award of the Refuse Derived Fuel Disposal (RDF) Contract.

2. That final approval of the award and execution of the RDF Disposal Contract be undertaken by the Director for Commissioning, Waste & Environment from Essex County Council, in consultation with the Essex CC & Southend BC Waste Member Board.

Note:- This is an Executive Function.

784The Committee considered Minute 781 of Cabinet on 13th February 2014, which had been referred direct by Cabinet to scrutiny, together with the report of the Corporate Director for Place concerning a proposed procurement exercise for the short term disposal of Refuse Derived Fuel (RDF).

The Committee discussed the report in some detail and, following a request from Members, the Council's Head of Public Protection undertook to organise a site visit of the new Mechanical and Biological Treatment (MBT) plant when construction neared completion.
