277 Private Vehicle Crossing Policy
Resolved:

That the draft report be noted and endorsed for submission to Cabinet for consideration at its meeting on 11th November 2014 with the inclusion of the following:

• Clarification of the mechanism for determining cases where exceptional circumstances have been presented e.g. majority decision of relevant ward councillors or for the matter to be determined by Cabinet Committee;
• Flexibility in dealing with the outstanding cases in terms of hardship/reduced fees;
• Facilities for and use of electric cars; address the issue of the number of cars at the property;
• Clarification of the detailed wording of the Policy regarding adverse effect to availability of on-street parking; gates opening outwards on to the highway; and what constitutes an obstruction of access to main door of the dwelling.

278 Low Carbon Energy and Sustainability Strategy 2015-2020
Resolved:

1. That the draft report be noted and endorsed for submission to Cabinet for consideration at its meeting on 11th November 2014 with the inclusion of the following:

• clarification of the financial implications in terms of the potential costs and borrowing levels; revenue and savings risks; cost sharing with schools; and
• incentives for business/industries to become involved;
• additional incentives;

2. That the Committee supports the sing up to Climate Local.

That the confirmation of the traffic regulation order for the introduction of part week restrictions from 8.00 a.m. to 6.00 p.m. Mondays to Fridays on one side of Cleveland Drive be referred back to the Cabinet Committee for reconsideration.

277(This is a pre-Cabinet Scrutiny item).

The Committee considered a report by the Corporate Director for Place by way of pre-Cabinet Scrutiny. This presented the amended Permanent Vehicular Crossing (PVX) Policy, revised application eligibility criteria, procedures and process following the outcome of a review of the existing policy.

The Committee discussed the report in detail and there was general consensus and support for the content of the report and the proposals.

The Committee considered a report by the Corporate Director for Place and a presentation by the Council's Energy Projects Manager by way of pre-Cabinet Scrutiny. This presented the Council's Low Carbon Energy and Sustainability Strategy 2015-2020, which would replace the Council's first low carbon energy strategy that was published in 2012 and which runs until the end of December 2014. The report also sought the Committee's views on the proposed Strategy prior to its consideration by Cabinet at its meeting on 11th November 2014.

The Executive Councillor informed the Committee that copies of the slides used in the presentation would be circulated for information. Additionally, the Council's Head of Public Protection undertook to circulate further details of the current approved projects as set out in page 7 of the draft strategy attached at appendix 1 to the report of the Corporate Director for Place.

The Committee discussed the report in detail there was general consensus and enthusiastic support for the Strategy and the proposals set out in the report.
279The Committee considered Minute 226 of Cabinet held on 23rd September 2014, together with the Monthly Performance Report (MPR) covering the period to end August 2014, which had been circulated on 1st October 2014. The Committee additionally had before it an Exceptions Report which had been circulated on 10th October 2014.
280The Committee considered Minute 250 of Cabinet Committee held on 23rd September 2014, relating to the introduction of part week restrictions from 8.00 a.m. to 6.00 p.m. Mondays to Fridays on one side of Cleveland Drive, which had been called in to scrutiny, together with the report of the Corporate Director for Place that had appraised Members of the representations that had been received following statutory advertisement and officers' recommendations on the way forward.
281Further to Minute 102 of its meeting held on 14th July 2014, the Committee considered the draft project plan in relation to its agreed in depth scrutiny project for 2014/15, namely understanding erosion taking place on the foreshore.

The Committee discussed the project plan in some detail and identified some additional potential witnesses to help inform the study.
