That the Minutes of the meeting held on Wednesday 24 September 2003 be received, confirmed as a correct record and signed.
666 The Royal Cellar (Basement), The Royal Hotel, 1 High Street, Southend-on-Sea, Essex - Application for the Grant of a Public Entertainment Licence
Resolved:

That the application for a full Public Entertainment Licence at the Royal Cellar (Basement), of The Royal Hotel be granted subject to the following conditions being attached to the Licence:

a) The licensee shall take all reasonable steps to ensure that no bottles or drinking vessels are taken off the site by departing patrons. Patrons attempting to leave with such items will be asked to surrender them. Patrons refusing to surrender these items will be barred from the premises in the future and shall be told this fact at the time. To facilitate this process, the licensee shall provide conspicuous signage, visible to patrons on entry explaining this policy. The licensee shall provide a suitable bin at the exit(s) for the safe temporary storage of glassware/bottles surrendered. The type of bin and siting to be agreed by the Licensing Authority.

b) Before any licence is granted, the licensee shall put in place appropriate managerial measures designed to reduce so far as is reasonably practicable disturbance to residential occupiers, in accordance with a scheme to be submitted to and approved by the Group Manager - Environmental Health. (In the absence of such approval, the matter to be referred back to the Licensing Committee for decision).

666The Committee received a report of the Director of Technical & Environmental Services concerning an application by the owners of The Royal Hotel for the grant of an annual Public Entertainment Licence, in replacement of an existing Occasional Licence, extending the terminal hour on Sundays from 10.30 p.m. to 00:30 a.m. on the following mornings (extending to 2.00 a.m. on bank holidays) and an increase to the maximum capacity to 150 persons. A visit to inspect the premises was undertaken prior to the meeting.

Mr Perry and Ms Martin, the applicants, and Mr Hook, their legal representative, were in attendance at the meeting. Mr Lawrence, Mr Cobham and Mr Jones attended the meeting as witnesses in support of the application. Chief Superintendent M Thwaites, Borough Commander, and Sgt M Bell of the Police Licensing Unit, were in attendance at the meeting as objectors to the application, represented by Mr Butcher, Counsel for the Police.
