1050 | The Committee received a report of the Director of Technical and Environmental Services regarding an application by the licensees of Dreams and Smithy's for the variation of the Public Entertainment Licences held for these premises as follows:
(a) Dreams Nightclub - to extend the terminal hour on Sundays from 10.30 pm to 12.30 am (increasing to 2.00 am on Sundays preceding Bank Holiday Mondays (except Easter Sunday)).
(b) Smithy's Public House - to extend the terminal hour of the Public Entertainment licence from 11.00 pm to 1.00 am on Thursdays, Fridays and Saturdays and from 10.30 pm to 12.30 am on Sundays.
No variation of the capacity at either premises was sought.
A visit to view the premises to which the application referred was undertaken prior to the meeting.
Mr Donegan (one of the licencees), Mr Murrell (the applicants' legal representative) and Miss Finn (assistant to the legal representative) attended the meeting. Mr Fitch and Mr Sharp also attended the meeting as witnesses in support of the application.
Chief Superintendent M Thwaites (Borough Commander) and Sgt. M Bell Police of the Police Licensing Unit were in attendance at the meeting as objectors to the application, represented by Mr Butcher, Counsel for the Police, and Ms Filpott his assistant. Mrs Cook, Mr and Mrs Willmott, Mr Whitmore and Mr Bartlett were also in attendance and spoke as objectors to the application.
Other attendees at the meeting were PC Gibb, Ms Green, Ms Flynn and Ms Dennis of the Police Licensing Unit.
Copies of a letter from Councillor M Terry objecting to the application, together with a further statement by Mr Eatherton, Senior Operations Manager - Essex Ambulance (Southend) and a petition submitted by Mr Bartlett, were circulated at the meeting.
