Resolved:

That the Minutes of the meeting held on Monday 24th October 2011 be received, confirmed as a correct record and signed.
867 East Beach Caravan Park - Application for Variation of Site Conditions
Resolved:

(a) That subject to resolution (b) below, the Corporate Director Adult and Community Services or in his absence the Head of Community Strategy and Development ("the Director"), be delegated to approve the variation of the Site Licence conditions to:

(i) remove the reference within the Site Licence conditions to the North Field of the East Beach Caravan Site being occupied for seasonal use;

(ii) replace the currently permitted 15 static holiday caravans, 35 touring caravans and one site employee caravan with no more than 32 caravans/mobile homes;

(iii) remove all reference to touring units within the Site Licence conditions;

(iv) determine the appropriate distance that caravans shall be stationed from the Anglian Water pumping station; and

(v) retain the existing area of land fenced off between the North Field and the properties numbered 50-56 Blackgate Road providing the existing "buffer zone".

(b) The Director be authorised to determine the acceptable number of caravans/mobile homes that can be accommodated within the North Field following the determination set out in resolution (a)(iv) above in accordance with the requirements set out in the other proposed conditions on the Site Licence and having regard to the Caravan Sites and Control of Development Act 1960 and the Model Standards 2008 for Caravan Sites in England (subject to there being no more than 32 caravans/mobile homes in any event) following the submission of a satisfactory plan confirming the layout and positioning of the caravans/mobile homes on the North Field and the Director be further authorised to approve the revised Schedule of Conditions to be attached to the Site Licence to give effect thereto.

(c) In the event that satisfactory details referred to in resolution (b) have not been provided within 28 days of the decision (or such longer period as the Director may allow) regarding the distance of caravans/mobile homes from the Anglian Water pumping station, the Director be authorised to refuse the application in its entirety.

(In accordance with Council Procedure Rule 40.2, Councillor Assenheim requested that his vote against the above resolution be recorded.)

867The Committee considered a report of the Corporate Director Adult and Community Services that informed Members of the responses that had been received as a result of the consultation requested by the Committee at its meeting on 24th October 2011.

The report also sought Members' consideration of the application by Tingdene (MJ) Ltd. to vary the Site Licence conditions for East Beach Caravan Site to permit up to 32 residential park homes on the North Field and to allow permanent residential occupancy on the North Field all year round; having regard to all material considerations including the responses received.

The Committee was informed that a technical issue relating to the applicant's request to amend the Site Licence condition to permit caravans to be stationed no less that 8 metres from the Anglian Water Pumping Station had not yet been resolved. It was also explained that the North Field currently had permission for 15 static holiday caravans, one caravan for permanent occupancy by the licensee employee and 35 touring units, not 15 touring units as stated in paragraph 3.2 of the report.

A number of local residents who had submitted written representations regarding the application attended the meeting and expressed their views in person. After having considered all of the information the Committee:
