489 Minutes of the Meeting held on Wednesday, 21st March, 2012
Resolved:

That the minutes of the meeting held on 21st March 2012 be confirmed and signed as a correct record.
490 Review of Hackney Carriage Fares
Resolved:

1. That a 4% fare increase as submitted by the Southend Licensed Taxi Drivers Association, to cover a period of two years to 31st March 2015 (the agreed Licensing Committee procedure states implementation between 31st August and December), subject to consideration of any objections to the statutory advertisement of the proposals, be approved.

2. That any changes to the fare and extra charges structure be duly advertised, implementing the public consultation process, and any appeals be heard by the Licensing Committee.
491 Review of Hackney Carriage and Private Hire Licence Conditions
Resolved:

1. That the proposed amendments and revisions to the Southend-on-Sea Hackney Carriage and Private Hire Vehicle Licence Conditions, the Hackney Carriage Drivers Licence, the Private Hire Drivers Licence and the Private Hire Operators Licence Conditions, subject to the proviso in resolution 2 below, be approved.

2. That the Corporate Director for Place, following consultation with the Taxi Drivers Association, be authorised to determine the appropriate level of security of the CCTV system, whether by encryption or password protection, and that the wording of Condition 7 of Appendix 2 of the submitted report be amended accordingly.

490The Committee considered a report of the Corporate Director for Place which invited Members to consider an application from Southend Licensed Taxi Drivers Association for an increase in the Hackney Carriage and Private Hire Vehicle fares and charges and other associated amendments.

Representatives of the Southend Licensed Taxi Drivers Association were in attendance, together with members of the Private Hire Car trade, the Hackney Carriage Association and the UNITE Union.

Members asked a number of detailed questions around the proposed 4% fare increase and the officers responded accordingly. The Southend Licensed Taxi Drivers Association representatives in attendance also provided information and clarification pertaining to the proposed 4% increase.
491The Committee considered a report of the Corporate Director for Place which sought consideration of proposed amendments to the Hackney Carriage & Private Vehicle Licence Conditions, the Hackney Carriage Drivers Licence, the Private Hire Drivers Licence and the Private Hire Operators Licence Conditions.

Members expressed the view that high standards of security must appertain to the control of CCTV use in vehicles and whether password protection would offer a commensurate level of security as encryption.

Members asked a number of detailed questions pertaining to specific conditions and the officers responded accordingly. The Southend Licensed Taxi Drivers Association and Hackney Carriage Association representatives in attendance also provided information.
