817 Minutes of the Meeting held on Thursday, 6th July, 2006
Resolved:

That the Minutes of the meeting held on Thursday 6 July 2006 were received, confirmed as a correct record and signed.
818 Removal of Hackney Carriage Stands, Changes to Existing Stands and Creation of a New Hackney Carriage Stand
Resolved:

1. That the stand located on the east side of Chichester Road, Southend-on-Sea be removed.

2. That the stand located in Clifftown Road, Southend-on-Sea be removed from its present location and a new stand for three spaces is created immediately west of the junction with High Street.

3. That the stand located in Tylers Avenue, Southend-on-Sea (20 metres east of High Street) be increased from four spaces to six spaces.

4. That the existing times of the stand located in Tylers Avenue, Southend-on-Sea (opposite Dencora House) be extended to 8.00 p.m. until 7.00 a.m.

5. That a new stand for three spaces is created at Queensway bus bay at the rear of Sainsburys.

6. That the removal, amendment to the timing and the creation of a new stand be duly advertised for the statutory 28 day period.

818The Sub Committee received a report of the Interim Director of Enterprise, Tourism and the Environment that sought Members' views on the proposed the removal of and amendments to Hackney Carriage stands within the Borough. Mr B Fry of the Southend Taxi Drivers Association was in attendance at the meeting.

Concerns were however, expressed at the proposal to change the existing timed stand at Tylers Avenue, opposite Dencora Court, to a 24 hour stand on the grounds that this road was now one of only a few routes across the High Street and was becoming increasingly more used. Whilst traffic flow was not currently impeded, the change of the timing of the stand to 24 hours could have a detrimental effect on the traffic flow. It was therefore suggested that the timing of the stand be increased from 8.00 p.m. until 3.00 a.m. to 8.00 p.m. until 7.00 a.m.
