Resolved:-

1. That the response to the OPDM Consultation Paper be as set out in Appendix 2 to the report.
2. That the response to the Standards Board Consultation Paper be as set out in Appendix 3 to the report.

1329 Third Annual Assembly of Standards Committees.
Resolved:-

That any member of the Standards Committee wishing to attend this event notify the Deputy Town Clerk and Monitoring Officer.

1321The Chairman, on behalf of the Committee, welcomed Valerie Farrell and Julia Tetley to their first meeting.
1324There were no declarations of interest.
1325The Committee noted that the Council had adopted the proocedures recommended at its last meeting (Minute 823 refers).
1326The Committee considered a report by the Deputy Town Clerk and Monitoring Officer concerning proposals for the second set of Section 66 Regulations. These regulations deal with local investigations by Monitoring Officers into allegations that a Member has breached the Code of Conduct.
The report included suggested responses to consultations from the Office of the Deputy Prime Minister and the Standards Board for England.

1327The Committee noted that training for Members would be provided at the next meeting. Memmbers requested that if possible the training be provided in a participative manner involving a mock hearing.

The Committee noted that the Deputy Town Clerk and Monitoring Officer had given a talk to Leigh-on-Sea Town Council on 10th March.
1328The Committee noted a letter the Deputy Town Clerk and Monitoring Officer had sent to all Members of the Council.
1329The Committee considered a report by the Deputy Town Clerk and Monitoring Officer concerning this event run by the Standards Board for England.
