3 Minutes of the Meeting held on Thursday, 1st April, 2004
Resolved:-

That the minutes of this meeting be confirmed as a correct record and signed.
4 New Ethical Framework Regulations - Less Serious Misconduct Allegations.
Resolved:-

1.That the report and its implications be noted.

2.That a further report be submitted on consequential changes to the Council's "Constitution" to reflect the changes to legislation.
5 Complaints Against the Council.
Resolved:-

That the following recommendations in the report be noted;
1.That all Departments note and act on the comments in Paragraphs 6.1 - 6.3 of the report.
• To respond to complainants within 10 days
• Complaints training to be arranged for Contact Centre Staff both internally and by the Ombudsman

2.That future reports on Complaints concentrate on learning outcomes and incorporate a table showing response times at Stage 2 broken down by Department.
6 Lobby Groups, Dual-Hatted Members and the Code of Conduct.
 
7 Standards Committee Conference
Resolved:-

Any member of the Committee who is interested in attending should contact the Deputy Town Clerk.

2There were no declarations of interest.
4The Committee considered a report by the Acting Chief Executive and Town Clerk concerning changes in legislation relating to the investigation of Member's Code of Conduct complaints.
5The Committee considered a report by the Acting Chief Executive and Town Clerk concerning complaints against the Council, which was also going to the Best Value Performance Review Working Party.
6The Committee noted guidance issued by the Standards Board for England (which had been sent to all Members) on Lobby Groups, Dual-Hatted Members and the Code of Conduct.
7The Committee considered details of the Fourth Annual Assembly of Standards Committees organised by the Standards Board for England. The event is to be held in Birmingham on 5th and 6th Sept 2005.
8Mr J Goolden attended the meeting and provided training for Members on conducting a hearing under the Members Code of Conduct.
