The Minutes of the Meeting held on Monday, 18th December 2006 were agreed.

With regard to Minute 754, the provisional dates for the Sub-Committee are 4.00pm on 13th March 2007 and 3.00pm on 28th March 2007. Sub-Committee Members to be updated as quickly as possible once date is finalised.
1008 Revised Model Code of Conduct for Local Authority Members
Resolved:-

That the draft response at Appendix 2 of the report be submitted to the Department for Communities and Local Government, subject to:

a) An addition to the response to Question 4 to suggest a new threshold of £100 in respect of gifts and hospitality;

b) Clarification of the Additional Point re bias to refer specifically to regulatory and quasi-judicial decision making; and

c) An additional point to the effect that paragraph 8(2) of the new Code should be amended so that a Member with a public service interest should always decare it. It is illogical that the obligation to disclose only arises if the Member speaks.
1009 Members' Development Opportunity
The Committee noted the 'Mock Trial' taking place at Thurrock on 13th March 2007 between 2.00pm and 5.00pm. Any Members of the Committee who wish to attend will notify John Williams.
