Resolved:-

That the Minutes be agreed.
898 Members' Code of Conduct and Changes to the Standards Regime
Business for item 898
Resolved:-

(a) That the Notice of Motion committing the Council to establishing a Voluntary Code of Conduct and the retention of a Standards Committee (with independent members) be fully supported.

(b) That if the law permits and the Leigh-on-Sea Town Council so desire, that the Standards Committee could deal with complaints alleging a breach of a Voluntary Code established by the Leigh-on-Sea Town Council.

(c) That the Monitoring Officer reports to a future meeting on the establishment of a Voluntary Code for Southend-on-Sea Borough Council and a straightforward complaints procedure, having regard to:

• Any guidance issued by the LGA;

• The outcome of work undertaken by Monitoring Officers in Essex Authorities who are drafting a standard Code and complaints procedure.

897The Committee considered the minutes of the last meeting held on Monday 13th September 2010 and the Monitoring Officer confirmed actions taken pursuant to Minutes 314 and 316.
898The Committee considered a report of the Corporate Director Support Services (including the Notice of Motion referred by Council on 16 December 2010) and the Monitoring Officer provided further information about the Government's proposals.
899The Committee considered a report by the Chief Executive and Town Clerk outlining the findings and actions of the LSP governance review.
