400 Apologies and substitutions.
Apologies for absence were received from Councillor M Assenheim (Substitute: Councillor Woodley).
401 Declarations of interest.
The following declarations of interest were made at the meeting:

(a) Councillors Holland, Longley, Chalk, Collins, Evans, D Garston, Gilbert, Robertson, Russell and Woodley - Non-pecuniary interests - Applicants are known to them.

(b) Councillors Assenheim, Ayling and Flewitt - Non-pecuniary interests, withdrew from the meeting after having presented their applications.
402 Minutes of the Meeting held on Wednesday, 11th July, 2012

That the Minutes of the meeting held on Wednesday, 11th July 2012 be received, confirmed and signed, subject to the following amendment to the preamble to now read:

'recommended the new Standards Committee should consist of 9 rather than 7 Members (recommendation 1.1).'
403 Requests for Dispensations

1. That dispensations are required by all of the applicants.

2. That dispensations be granted to all of the applicants to enable them to participate and speak at all Council meetings where South Essex Homes Ltd. business is considered and they would otherwise have to withdraw: however, the dispensations shall not extend to voting. In reaching this decision the Committee recognised that the knowledge and expertise of the Councillors would be of considerable benefit to the Council and there would be no damage to public confidence.

3. That these dispensations shall operate for a period of 4 years.

403The Committee considered a report of the Corporate Director Support Services regarding applications for dispensations under S.30 Localism Act 2011 that had been submitted by Councillors Assenheim, Ayling, Betson, Flewitt and Norman. The five Councillors are Council appointed Board Members of South Essex Homes Ltd. Councillors Ayling, Assenheim and Flewitt attended the meeting to present their applications, but withdrew from the meeting during the Committee's consideration.
