1 Apologies and substitutions.
Apologies for absence were received from Councillors R A H Brown (Substitute: Councillor Robertson) and Councillor R N Morgan (Substitute: Councillor Russell).
2 Declarations of interest.
Councillor Gilbert declared a personal interest in Agenda Item No. 6 (Proposed Milton Area Parking Management Scheme) on the grounds that he lived in one of the roads included in the area covered by the proposed scheme.
3 London Road Leigh - Objection to Traffic Regulation Order

Resolved:

1. That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to confirm the Order as advertised and arrange for the scheme to be implemented.

2. That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary traffic regulation to introduce waiting restrictions on the section of London Road, Leigh-on-Sea immediately to the front of the Leigh Cemetery, and subject to there being no objections received following statutory advertisement, to arrange for the order to be confirmed and implement the proposal.

4 Chalkwell Area - Experimental Parking Restrictions

Resolved:

That Cabinet Committee be recommended that, subject to the amendment of the restrictions in The Crossways, Kent View Avenue and Hall Park Avenue, the Corporate Director Enterprise, Tourism and the Environment be authorised to make the Experimental scheme permanent.

5 City Beach - Proposed 20mph Speed Limit - Objections to Traffic Regulation Orders
Resolved:

1. That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised to confirm the Orders making Pleasant Road one way southbound from its junction with Hartington Place to its junction with Marine Parade and the implementation of the 20mph speed limit for Marine Parade and Western Esplanade from the junction of Marine Parade and Southchurch Avenue to a point on Western Esplanade 230 meters west of its junction with Pier Hill.

2. That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant notices for a traffic regulation order for a 20mph limit in Hartington Road between Marine Parade and Hartington Place and Seaway from its junction with Hartington Road to the entrance to the Seaway car park and subject to there being no objections received following statutory consultation, to confirm the order and implement the scheme.

6 Proposed Milton Area Parking Management Scheme
Resolved:

That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised:

(i) to advertise the proposals in accordance with statutory requirements;

(ii) to make minor design amendments resulting from the formal consultation;

(iii) in the event that there are no unresolved objections to the proposal following statutory consultation, to confirm the necessary traffic regulation orders and implement the Parking Management Scheme. Any unresolved objections will be reported back to the Traffic & Parking Working Party and Cabinet Committee for consideration.

7 Parking Management Scheme - Beresford Road Area

Resolved:

1. That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised:

(i) to advertise the proposals in accordance with statutory requirements;

(ii) to make minor design amendments resulting from the formal consultation;

(iii) in the event that there are no unresolved objections to the proposal following statutory consultation, to confirm the necessary traffic regulation orders and implement the Parking Management Scheme. Any unresolved objections will be reported back to the Traffic & Parking Working Party and Cabinet Committee for consideration.

2. That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise a Traffic Regulation Order for the introduction of a loading bay in Burdett Road.

8 Parking Management Scheme - Pleasant Road/Hartington Road Area

Resolved:

1. That the outcome of the informal consultation as detailed in Appendix 1 to the report be noted and that Cabinet Committee be recommended that the proposed Parking Management Scheme in this area not be progressed.

2. That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise traffic regulation order required to amend the existing waiting restrictions where it is safe to do so, together with the introduction of a loading bay in Hartington Road, to alleviate parking pressure and the introduction of waiting restrictions around the junction of Pleasant Road, to prohibit obtrusive parking and, subject to there being no objections received following statutory consultation, to arrange for the orders to be made and the proposals implemented.

3The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order amending the existing waiting restrictions in a section of London Road, Leigh-on-Sea in the vicinity of Leigh Cemetery and after having considered all the representations that had been received, sought appropriate recommendation to the Cabinet Committee.

The Working Party noted that the section of London Road immediately to the front of the Leigh Cemetery had not been included within the proposals and suggested that a similar waiting restriction should be introduced.
4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation in respect of an experimental traffic regulation order for a series of parking restrictions in the Chalkwell area implemented in December 2010 and, after having considered all of the representations that had been received in writing and at the meeting, sought appropriate recommendation to the Cabinet Committee as to whether the experimental Order should be made permanent or should be revoked.

Whilst the Working Party agreed that the experimental scheme should be made permanent, it felt that further consideration should be given to the proposals in The Crossways, Kent View Avenue and Hall Park Avenue. It therefore:-
5The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders required for the introduction of a 20 mph speed limit for City Beach and one way traffic flows and, after having considered the representations that had been received in writing, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee.

The Working Party was informed that, as a result of the concerns expressed by residents, the proposed scheme had been amended by retaining two way traffic movements along Hartington Road and extending the 20mph limit in Hartington Road between Marine Parade and Hartington Place and Seaway from its junction with Hartington Road to the entrance to the Seaway car park.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcomes of the recent informal consultation for a proposed parking management scheme in the Milton Area and which sought Members' views on the way forward.

The Working Party noted from the data collected that whilst responses from the residents in the roads within the west of the area were mainly opposed to a parking management scheme, the majority of responses, particularly those from the remaining streets were in favour of the proposed scheme. The Working Party therefore considered a reduction in the boundaries of the area and a phased introduction of the scheme. However, in view of the implications of possible parking displacement into the adjoining areas, it was felt that these were not feasible. It was therefore:-

In response to a question from Councillor Wexham regarding the possible advertisement for a loading bay in Burdett Road, the Head of Planning & Transport undertook to arrange for the bay to be advertised in due course.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcomes of the recent informal consultation for a proposed parking management scheme in the Pleasant Road/Hartington Road Area and which sought Members' views on the way forward.
