Apologies for absence were received from Councillors J L Lamb (Substitute: Councillor Flewitt), M Stafford (Substitute: Councillor Woodley) and R N Morgan.
2 Declarations of interest.
The following interests were declared at the meeting:-

(a) Councillor Flewitt - Agenda Item No. 6 (Objection to Traffic Regulation Orders - Various Areas) - Denton Road and Feeches Road are included in his own consultation regarding traffic measures - Personal;

(b) Councillor Gilbert - Agenda Item No. 9 (Traffic Regulation Orders - Requests for New or Amended Restrictions in Alexandra Street, Southend) - Place of employment is located in Alexandra Street - Personal;

(c) Councillor Wexham - Agenda Item No. 8 (Parking Management Scheme - Victoria Station Area) - Relations live in St Ann's Road - Prejudicial (withdrew).

Resolved:

That the Minutes of the meeting held on Thursday, 9th June 2011 be received and confirmed as a correct record.

Resolved:

That, subject to the deletion of the declaration of interest by Councillor Kaye, the Minutes of the meeting held on Thursday, 28th July be received and confirmed as a correct record.
5 Minutes of the Meeting held on Thursday, 8th September, 2011
Resolved:

That the Minutes of the meeting held on Thursday, 8th September 2011 be received and confirmed as a correct record.
6 Objection to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended:

1. That the existing restrictions in Penhurst Avenue be revoked and parking be provided on both sides of the road.

2. That the restrictions proposed for Derek Gardens be implemented on the side of the road fronting the odd numbered properties only.

3. That no further action be taken in respect of the proposals for Feeches Road.

7 Parking Management Scheme - Victoria Station Area
Resolved:

That Cabinet Committee be recommended:

1. That, subject to the exclusion of Boscombe Road from the scheme, the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the proposals in accordance with the statutory requirements.

2. That officers be authorised to make minor design amendments resulting from the informal consultation.

3. That in the event of there being no unresolved objections following statutory advertisement, the Parking Management Scheme be implemented.

4. That any unresolved objections be reported back to a future meeting of the Traffic & Parking Working Party and Cabinet Committee for consideration.

5. That the affects of the scheme on Boscombe Road be monitored and that the road be included within the Parking Management Scheme when the scheme is reviewed if appropriate or necessary.

8 Traffic Regulation Orders - Requests for New or Amended Restrictions - Chalkwell Esplanade, High Street, Leigh-on-Sea and Broadway, Leigh-on-Sea
Resolved:

That the Cabinet Committee be recommended:

1. That the possibility of providing a loading bay be investigated as part of the proposals for Leigh Broadway and, if appropriate, the relevant statutory advertisement be published and subject to there being no objections following statutory consultation, the loading bay implemented.

2. That, subject to the extension of the loading restrictions on the south side of High Street, Leigh-on-Sea eastwards adjacent to the sheds, the advertisement of loading restrictions at the locations detailed in the report be approved and that in the event of there being no objections to the proposals following statutory advertisement, the Traffic Regulation Order be confirmed.

3. That any unresolved objections to the advertised proposals be reported back to a future meeting of the Traffic & Parking Working Party and Cabinet Committee for consideration.

9 Traffic Regulation Orders - Requests for New or Amended Restrictions in Alexandra Street, Southend
Resolved:

That the Cabinet Committee be recommended that:

1. That the advertisement of the removal of the parking bays at the location detailed in the report be approved and that in the event of there being no unresolved objections following statutory advertisement of the proposals, the Traffic Regulation Order be confirmed and a dedicated bus stand be implemented.

2. That any unresolved objections be referred to a future meeting of the Traffic & Parking Working Party and Cabinet Committee for consideration.

6The Traffic & Parking Working Part received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order amending the existing waiting restrictions in Pehnurst Avenue, Derek Gardens and Feeches Road and, following consideration of all the representations that had been received in writing and at the meeting, sought appropriate recommendation to the Cabinet Committee.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the outcomes of a recent informal consultation and which sought appropriate recommendations for further action for the Parking Management Scheme around the Southend Victoria Station Area.

As a result of the responses received from the residents in Boscombe Road, it was suggested that Boscombe Road be excluded from the parking management scheme. However, in view of the potential impact of displaced parking, the Working Party requested that the scheme be monitored and that Boscombe Road be included within scheme following the review should it be necessary.

The Team Leader - Traffic Management and Road Safety Team undertook to liaise with the Coleman Street Chapel regarding the proposals.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory consultation be undertaken to enable the introduction of traffic regulation order to implement loading restrictions in Chalkwell Esplanade, High Street, Leigh and Broadway, Leigh-on-Sea.

In response to a request from Councillor Wexham, the Team Leader - Traffic Management and Road Safety Team undertook to ensure guidance regarding parking by blue badge holders is published on the Council's website.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee to remove a maximum of 4 parking bays in Alexandra Street, Southend-on-Sea outside of the proposed learning disability day centre (currently the South Essex Homes offices) and replace the bays with a bus stand to be operational during the opening hours of the day centre.
