3 Minutes of the Meeting held on Thursday, 8th March, 2012
Resolved:

That the Minutes of the meeting held on Thursday, 8th March 2012 were received and confirmed as a correct record.
4 Informal Parking Consultation Results
Marine Estate Area, Westcliff Station and Seafront Area, Southend East Station Area, Eastern Esplanade Area and Thorpe Esplanade Area.

Resolved:

That the results of the informal consultation be noted and that the Cabinet Committee be recommended:

1. That no further action be taken on the formal implementation of the proposals.

2. That when the current work programme allows, officers identify local improvements to highways and parking restrictions in these areas to increase parking availability for residents and local businesses and reduce the impact of commuter parking as appropriate.
5 Support Regarding the Changing of Parking Restrictions in Glendale Gardens
Resolved:

That the Cabinet Committee be recommended:-

1. That the Corporate Director Enterprise, Tourism and the Environment be requested to re-advertise the original proposals for the removal of the alternate monthly parking restrictions and introduce waiting restrictions.

2. That it be noted that the re-advertisement process will not include a notice in the local press on the basis that the original advertisement is still valid.

3. That residents be advised of the proposals by letter and notices being displayed in the sections of the street affected and that all the statutory consultees be informed of the proposals by letter.

4. That the final proposals be agreed with Ward Councillors in the two affected wards.
6 Petition Regarding Traffic Flows and Parking - Cromwell Road
Resolved:

1. That the petition be noted.

2. That the Cabinet Committee be recommended that the request be added to the work programme list for the Parking, Traffic Management and Road Safety Team for future investigation and reporting back to this committee in accordance with the priority listing to be agreed.
7 Requests for Member's Requests Regarding New or Amended Waiting Restrictions & Eagle Way Underpass Infilling and Crossings
Resolved:

1. That Cabinet Committee be recommended that, subject to the inclusion of the proposals requested at Cluny Square, Southend-on-Sea, the requests to advertise the requisite Traffic Regulation Orders be approved for advertisement and, in the event of there being no objections to the proposals, the Traffic Regulation Order be confirmed. Any objections will be referred to the Traffic and Parking Working Party and Cabinet Committee for consideration.

2. That Cabinet Committee be recommended that the cost of infilling the Eagle Way Underpass be noted and, subject to further pedestrian and vehicle survey work in September 2012, put this forward for consideration in the Highways Capital Programme for 2013/14. In the meantime, alternative sources of funding be investigated to help finance an appropriate scheme.
8 Requests for Pedestrian Crossing Facilities
Resolved:

1. That Cabinet Committee be recommended that subject to the inclusion of the following additional factors, the proposed pedestrian crossing calculation formula and weighting system detailed in Appendix 1 of the report be approved as a process to assist in the prioritisation of pedestrian crossing requests as and when the budgets allow:

• Driver/Pedestrian Visibility;
• Seasonal Volumes.

2. That Cabinet Committee be recommended that the results of the investigations set out in Appendix 2 be noted and be referred back to the next meeting of the Traffic & Parking Working Party and Cabinet Committee for reconsideration in accordance with the revised factors.

2The following interests were declared at the meeting:
3In response to a question about Minute 4 - Southend Hospital Parking Management Scheme - Post Implementation Review, the Head of Planning and Transport assured the Working Party that Ward Councillors would be informed of the timetable for the implementation of the measures proposed.
4The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the results of several informal parking consultations. Copy of the plan illustrating the parking consultation areas was circulated at the meeting.
5The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that recommended a course of action with regard to letters of support that had been presented to officers that requested the changing of parking restrictions in Glendale Gardens, Leigh-on-Sea.
6The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of a petition that had been received comprising signatures from 51 residents of Cromwell Road calling for action to address traffic flow and parking issues. The report also sought approval for the request to be added to the work programme list for the Parking, Traffic Management and Road Safety Team for future investigation.
7The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director be authorised to advertise the amendments and new waiting restrictions at various locations detailed in the report in accordance with the statutory processes and procedures. The report also sought Members' support of the proposed course of action in relation to the Eagle Way Underpass.

It was noted that the criteria relating to Marine Parade, Leigh-on-Sea should refer to point "D" and not point "A" as indicated in Column 3 of Appendix 1. It was also noted that the request for limited waiting bays to address the issue of commuter parking in the High Street, Shoeburyness was only sought in the section of the road between Gunners Road and Rampart Street.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the results of investigations to assess requests for pedestrian crossing facilities and recommend appropriate actions.
