1 Apologies and substitutions.
Apologies for absence were received from Councillors A M Chalk (Substitute: Councillor Van Looy) and D A Norman (Substitute: Councillor Ware-Lane).
2 Declarations of interest.
The following declarations of interest were made at the meeting:

(a) Councillor Collins - Agenda Item No. 6 (Chalkwell and Leigh Area Parking Issues) - Disqualifying non-pecuniary: He and his family parks in the area (withdrew);

(b) Councillor Grimwade - Agenda Item No. 5 (Petition Regarding Traffic Calming - The Fairway) - Non pecuniary interest: Lives in road in the area;

(c) Councillor Anne Jones - Agenda Item No. 8 (Members' Requests List) - Non-pecuniary interest: Child attends School in one of the roads listed.

(d) Councillor Van Looy - Agenda Item No. 6 (Chalkwell and Leigh Area Parking Issues) and Agenda Item No. 8 (Members Requests List)
- Non-pecuniary: Owns a Cafe in Western Esplanade;

3 Minutes of the Meeting held on Thursday, 6th September, 2012
Resolved:

That the Minutes of the meeting held on Thursday, 6th September 2012 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended:

1. That the proposals for Portland Avenue and Quebec Avenue be confirmed and implemented as advertised.

2. That the proposals for Moor Park Gardens be confirmed with amendments so as to reduce the length of the restrictions and that the Head of Planning & Transport be authorised to determine the extent of the waiting restrictions following consultation with the residents in the street affected.

3. That the proposals for Herschell Road not be progressed but that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise alternative waiting restrictions on the west side of Herschell Road.

4. That the proposals for Stephenson Road be confirmed and implemented as advertised.

5. That the proposals for Glendale Gardens be confirmed and implemented as advertised.

6. That the proposals for Tattersall Gardens be confirmed and implemented as advertised.

5 Petition Regarding Traffic Calming - The Fairway
Resolved:

1. That the content of the petition and the comments of officers on the issues raised be noted.

2. That current location of the existing speed warning sign be monitored.

3. That that the Cabinet Committee be recommended that this location be added to the list of priority roads for the installation of the mobile variable messaging signs and that the Road Safety Education Team be requested to assist in the location of the mobile signs.

4. That Cabinet Committee be recoomended that no further action be taken at this time.

6 Chalkwell and Leigh Area Parking Issues
Resolved:

1. That the Cabinet Committee recommended that the proposals set out in paragraph 4 of the report of the Corporate Director Enterprise, Tourism and the Environment be approved and that a further report be submitted to a future meeting of the Traffic & Parking Working Party and Cabinet Committee for consideration following completion of the initial consultations of the Councillors of the Wards affected.

2. That that Cabinet Committee be recommended that any proposals for this area include the possible introduction of waiting restrictions in Marine Parade and Marine Close.

7 Requests for New or Amended Waiting Restrictions
Resolved:

1. That the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise traffic regulation orders for new and amendments to waiting restrictions at the following locations:


• Shirley Road at its junction with Arterial Road;
• Cottesmore Gardens, Berkeley Gardens, Quorn Gardens at the junctions with Western Road;
• Cheddar Avenue opposite its junction with Mendip Crescent; and
• Bridgwater Drive

2. That the extent and timing of the proposed waiting restrictions in Bridgwater Drive be investigated and reported back to the Traffic & Parking Working Party and Cabinet Committee prior to statutory advertisement.

3. That the proposed amendments to the restrictions in Queens Road (Milton Parking Management Scheme) to enable the resident only parking bays to be a used as permit holder or pay and display be approved.

4. That no action be taken as regards the proposals relating to Strand Wharf.

8 Members Requests List
Resolved:

That the Cabinet Committee be recommended:

1. That the recommendations of officers in relation to the requests Ref Nos. 1, 3, 4, 6, 7, 30 and 38 as set out in Appendix 1 of the report of the Corporate Director Enterprise, Tourism and the Environment be approved.

2. That the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the proposed amendments to the restrictions set out in requests ref nos. 2 and 8 in Appendix 1 of the report.

3. That the request for the removal of the waiting restrictions at the end of the Eastern Avenue Service Road be reviewed and, if appropriate, the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the necessary amendments to the waiting restrictions.

4. That the criteria for dealing with requests for waiting restrictions be amended so that requests for junction protection are included as a separate matter.

4The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order for proposed waiting restrictions at various sites within the Borough and, after having considered those representations, sought appropriate recommendation to the Cabinet Committee. A copy of the plans illustrating the proposals at each location were circulated at the meeting. Some of those, who had submitted valid written representations attended the meeting to give their views in person.

5The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the receipt of a petition comprising 249 signatures requesting action to reduce the speed limit to 20mph for a distance of 750 yards (685m) either side of the Fairways Primary school or to remove The Fairway from the designated distributor route hierarchy and direct all traffic to Bellhouse Lane.

The Working Party discussed the matter in detail and explored various suggestions to address the issues of concern.
6Further to Minute 243 of the meeting of Cabinet Committee held on Thursday 6th September 2012, the Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the issues raised and discussed at that meeting following representations from the Chalkwell Parking Group and other residents and businesses from Chalkwell and Leigh area. It was noted that a 1 hour waiting restriction in Marine Parade and Marine Close, Leigh-on-Sea had been proposed as part of the Members' Request List which could be incorporated into any initiatives developed for these areas to ensure an holistic approach to the parking issues.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee tha amendments and/or new waiting restrictions at the locations indicated in Appendix 1 to the report be advertised, in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and implement the proposals.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the requests received from Members of the Council together with officers' recommendations relating to those requests.
