The following interests were declared at the meeting:

(a) Councillor Cox - Agenda Item 7 (Requests for New or Amended Waiting Restrictions) in so far as it related to West Road and Richmond Avenue, Shoeburyness - Pecuniary interest (withdrew for this matter only);

(b) Councillor Coillins - Agenda Item 5 (Chalkwell and Leigh Area Parking Issues) -disqualifying non-pecuniary interest: Both he and a family member park in the area concerned (wihdrew);

(c) Councillor J Garston - Agenda Item 4 (Chalkwell and Leigh Area Parking Issues) - Non-pecuniary interest: relative lives in vicinity of The Ridgeway;

(d) Councillor P R Van Looy - Agenda Item 6 (Petition Regarding Parking Provision - Holland Road) - Non-pecuniary interest: Knows a resident in the road.
3 Minutes of the Meeting held on Thursday, 30th May, 2013
Resolved:

That the Minutes of the meeting held on Thursday, 30th May, 2013 be received and confirmed as a correct record.
4 Objection to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended:

1. That, subject to the following amendments, the traffic regulation order(s) be confirmed as advertised:

(i) Highlands Boulevard: reduce the extent of the proposed waiting restriction to 10 metres at each junction along Highlands Boulevard and reduce the extent of the proposed waiting restriction to 5 metres along the side roads at the junctions with Highlands Boulevard;

(ii) Western Road: reduce the extent of the proposed waiting restriction to 10 metres at each junction along Western Road and reduce the extent of the proposed waiting restriction to 5 metres along each of the side roads at their junctions with Western Road;

(iii) Marine Parade & Marine Close: scheme be re-advertised as an Experimental Scheme;

(iv) St Georges Park Avenue: a 20 mph zone without speed humps be implemented in St Georges Park Avenue on a trial basis.

2. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation order to provide pay and display parking for up to three quarters of the length of the existing parking bays in Belton Way West and subject to there being no objections following statutory advertisement to proceed with implementation.

3. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation order and notices to provide a 20 mph speed limit in Westbourne Grove and the installation of speed cushions at appropriate locations and subject to there being no objections following statutory advertisement to proceed with implementation.
5 Chalkwell and Leigh Area Parking Issues
Resolved:

That the Cabinet Committee be recommended that no further action be taken in respect of this matter.
6 Petition Regarding Parking Provision - Holland Road
Resolved:

That the petition be noted and that Cabinet be recommended to authorise Officers, in consultation with the Ward Councillors, to identify appropriate proposals to mitigate the parking problems in and around the area of Holland Road.
7 Requests for New or Amended Waiting Restrictions
Resolved:

1. That Cabinet Committee be recommended that, subject to the following amendments, the Corporate Director for Place be authorised to arrange the advertisement of proposed traffic regulation orders for new and amendments to existing waiting restrictions at the locations detailed in Appendix 1 of the report and subject to there being no objections received following statutory advertisement to arrange for the orders to be confirmed:

(i) Glenbervie Avenue - prior to statutory publication of proposals informal consultation to be undertaken with residents. The proposals only to be advertised following satisfactory response.

(ii) Richmond Avenue - the unprotected junctions off of Church Road, Caulfield Road and St Andrews Road be proposed for junction protection.

(iii) High Street, Shoeburyness - that no further action be taken in respect of this proposal.

2. That, in respect of proposal at Silverdale Avenue at its junction with Fairfax Drive, the proposals be confirmed and implemented as advertised.
8 Members Requests List
Resolved:

That Cabinet Committee be recommended:

1. That recommendations of officers in relation to the requests Ref Nos. 13/2, 13/3, 13/4, 13/5, 13/6, 13/7, 13/8, 13/10, 13/11 and 16 as set out in Appendix 1 of the report of the Corporate Director for Place be approved.

2. That in relation to request Ref No. 18, the geographical area for the proposed 1-2 hour restrictions excluding residents with permits be extended for consultation.

3. That in relation to request Ref No. 13/1, a 5 metre junction protection be advertised at this location and that its effect be kept under review.

4. That in relation to request Ref No. 13/9, no further action be undertaken on this matter.

5. That in relation to request Ref No. 26, the request be retained on the list until the experimental 20 mph scheme without speed cushions in Westborough has been analysed.

6. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

4The Working Party received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders for proposed waiting restrictions at various sites within the Borough and, after having considered those representations, including those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
5Further to Minute 27 of the meeting of the Cabinet Committee held on 30th May 2013, the Working Party received a report of the Corporate Director for Place concerning a proposal to further review existing waiting restrictions in the Chalkwell area and to seek the Working Party's recommendation on the way forward.
6The Working Party received a report of the Corporate Director for Place that appraised Members of the receipt of a petition comprising signatures from 42 residences in Holland Road calling for a resident's parking scheme to be introduced in the road. The report also sought the Working Party's recommendation on the proposed way forward.
7The Working Party received a report of the Corporate Director for Place that sought Members' approval to recommend to the Cabinet Committee that amendments to existing and/or the introduction of new waiting restrictions at the locations indicated in Appendix 1 to the report be advertised in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and the proposals be implemented.

The report also sought the Working Party's support to recommend to the Cabinet Committee that proposal to reduce the length of waiting restrictions in Silverdale Avenue at its junction with Fairfax Drive, which had been referred back for reconsideration by the Economic & Environmental Scrutiny Committee at its meeting on 11th April 2013 (resolution 2 of Minute 955 refers) to be approved.

The Working Party was informed that any actions arising from the requests would be added to the workload plan for the parking, traffic management and road safety team for prioritisation by the Cabinet Committee at its next meeting.
8The Working Party received a report from the Corporate Director for Place that appraised Members of the requests that had been received from Members of the Council, together with officers' recommendations relating to those requests.
