Apologies for absence were received from Councillor M Stafford (Substitute: Councillor Woodley).
2 Declarations of interest.
The following interest was declared at the meeting:

(a) Councillor Van Looy - Agenda Item No. 7 (Work Priority - Parking, Traffic Management and Road Safety Team) - Non-pecuniary interest: Sister in law owns a business in the road.
3 Minutes of the Meeting held on Thursday, 12th September, 2013
Resolved:

That the Minutes of the meeting held on Thursday 12th September 2013 be received and, subject to the amendments referred to above, be confirmed a correct record.
4 Objections to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended that, subject to the following amendments, the traffic regulation order(s) be confirmed as advertised:

(i) Thorpe Hall Close: the extent of the proposed waiting restrictions be reduced to 10 metres from its junction with Thorpe Hall Avenue only;

(ii) Herschell Road: the hours of prohibition be reduced from 24 hours daily to 07.00 to 19.00 hours Mondays to Saturdays only;

(iii) Rosary Gardens: the restrictions be re-advertised to match the existing restrictions in Southbourne Grove and, subject to no objections being received following statutory consultation, to arrange for the order to be sealed and the restrictions implemented.
5 Petition Regarding Pedestrian Crossing Facilities - Kent Elms Junction
Resolved:

1. That the petition be noted.

2. That Cabinet Committee be recommended that consideration be given to the provision of improved pedestrian facilities as part of the Kent Elms Junction improvement proposals.
6 Members' Requests List
Resolved:

That Cabinet Committee be recommended:

1. That recommendations of officers in relation to the requests Ref Nos. 13/13, 13/14, 13/15, 13/16, 13/17, 13/18, 13/19, 13/20, 13/21, 13/22, 13/23, 13/26, 13/28, 13/29, 13/30, 13/31, 13/32, 13/33, 13/34 and 13/36 as set out in Appendix 1 of the report of the Corporate Director for Place and the supplementary list circulated at the meeting be approved.

2. That in relation to Member's Request Ref No. 13/12 the proposed works be included in the programme to be funded from the 2014/15 Local Transport Plan allocation.

3. That in relation to Member's Request Ref No. 13/24 the proposed day time waiting restrictions on one side of the road be advertised, the times and extent of which to be determined in consultation with the Ward Councillors.

4. That in relation to Member's Request Ref No. 13/25, the loading bay be relocated as requested to a suitable position to be determined in consultation with the Ward Councillors and the Roslin Hotel.

5. That in relation to Member's Request Ref No. 13/27 the installation of the guard rail at this location be added to the work programme for the Parking, Traffic Management and Road Safety Team and that a school be invited to host a parent and child safety session.

6. That in relation to Member's Request Ref No. 13/29 the limited waiting bays in Carlton Avenue be amended to shared use by residents with permits and for limited waiting, the times and extent of which to be determined in consultation with the Ward Councillors.

7. That in relation to Member's Request Ref No. 13/30 the resident's bays in Pantile Avenue be amended to shared use by residents with permits and for limited waiting, the times and extent of which to be determined in consultation with the Ward Councillors.

8. That in relation to Member's Request Ref No. 13/35 the extension of the single yellow line restriction in The Broadway to the property no 41 The Broadway and opposite be approved.

9. That in relation to Member's Request Ref No. 13/36 the extent of the waiting restrictions be limited to 2 hours no return in 4 hours to be in operation from 9.00 a.m. to 6.00 p.m. daily.

10. That the Milton Parking Management Scheme be amended to include option 1 i.e. shared resident and pay and display parking bays in Napier Avenue, Elmer Avenue, Gordon Place and Gordon Road as detailed in Members' Request 13 dated Feb 13 be approved as the preferred design option.

11. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.
7 Work Priority - Parking, Traffic Management and Road Safety Team
Resolved:

1. That the priorities for each project listed in Appendix 1 to the report of the Corporate Director for Place be supported.

2. That Cabinet Committee be recommended that the Chalkwell Area Review of the double yellow lines and weekend restrictions in accordance with Minute 646 of its meeting held on 10th January 2013 be retained on the list of priorities.

3. That Cabinet Committee be recommended to authorise the Corporate Director for Place to advertise any necessary traffic regulation orders as appropriate in relation to the agreed projects and, subject to there being no objections received following statutory consultation to arrange for the orders to be sealed and the proposals implemented.

3With reference to resolution of 1(iii) of Minute 4 of its last meeting, the Working Party was informed that it had been agreed that the proposals for Marine Parade and Marine Close would be confirmed as advertised not to be re-advertised as an Experimental Scheme.

It was also noted that, resolution 3 of Minute 247 of Cabinet Committee had been corrected at the meeting of the Council held on 17th October 2013 to replace "Westbourne Grove" to read "Westborough Road". Subject to those amendments it was:
4The Working Party received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders for proposed waiting restrictions at various sites within the Borough and, after having considered those representations, including those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
5The Working Party received a report of the Corporate Director for Place that appraised Members of the receipt of a petition from Mendip and Treecot Resident's Association comprising approximately 600 signatures requesting pedestrian facilities be provided at Kent Elms Junction.
6The Working Party received a report from the Corporate Director for Place that appraised Members of the requests that had been received from Members of the Council, together with officers' recommendations relating to those requests. A supplementary list comprising three further requests was circulated at the meeting.

In relation to Request Ref. No. 13/21 it was noted that the junction was at Burdett Avenue and not Burdett Road as stated on the list.
7The Working Party received a report of the Corporate Director for Place that sought Members' approval of the priorities for the parking, traffic management and road safety projects set out in Appendix 1 to the report and to make appropriate recommendation to the Cabinet Committee.
