New Year Honours
The Chairman informed the Committee that Councillor D Norman had been awarded an MBE in recognition of services to adult education and Carol Compton had been awarded an MBE for services to children and families. The Committee extended its congratulations to both Councillor Norman and Carol Compton for their well deserved awards.

Apologies for absence were received from Councillors RE Hadley (Substitute: Councillor Evans), J M Garston (Substitute: Councillor Courtenay) and Councillor J G StJ Ware-Lane (Councillor Norman).

Objections to Traffic Regulation Orders - Various Areas
Resolved: That the Cabinet Committee be recommended that the traffic regulation order(s) be confirmed as advertised, subject to the following amendments: (i) The amendment of 12 existing residents' bays in Coleman Street to business bays be deleted and not implemented. (ii) The amendment of 7 existing residents' bays in Coleman Street to limited waiting parking bays for customer parking be deleted and not implemented.

Member's Requests List
Resolved: That Cabinet Committee be recommended: 1. That recommendations of officers in relation to the requests Ref Nos. 13/37, 13/39, 13/41, 13/42 and 13/43 as set out in Appendix 1 of the report of the Corporate Director for Place be approved. 2. That Member's Request Ref No. 13/38 be retained on the list to enable consultation on a parking management scheme to be undertaken on a wider area. 3. That consideration of Member's Request Ref No. 13/40 be deferred until the next financial year. 4. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented. 5. That the update on the outstanding requests (Ref No. 16, 18, 20, 21, 13/17, 13/12, 20 and 21 be noted.

Petition Regarding Amending Traffic Flow Hadleigh Road (southern section) Leigh-on-Sea
Resolved: 1. That the petition be noted and residents be thanked for taking time to compile the petition. 2. That Cabinet Committee be recommended that no further action be taken in respect of the introduction of the one-way traffic flow at this time but that residents be requested to identify the problems being experienced in this section of road and that Officers, in consultation with Ward Councillors, explore possible options and any appropriate measures to address their concerns.

Requests for New or Amended Waiting Restrictions
Resolved: That the Cabinet Committee be recommended: 1. That recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved. 2. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented. 3. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee.

Work Priority - Managing Members Requests and Public Requests for Waiting Restrictions
Resolved: That the Traffic & Parking Working Party and Cabinet Committee review and consider requests on a twice yearly basis during April and October of each financial year.

Exclusion of the Public.
Resolved: That, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the items of business set out below on the grounds that they involved the likely disclosure of exempt information as defined in Part 1 of Schedule 12A to the Act, and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
