1 New Year Honours
The Chairman informed the Committee that Councillor D Norman had been awarded an MBE in recognition of services to adult education and Carol Compton had been awarded an MBE for services to children and families.

The Committee extended its congratulations to both Councillor Norman and Carol Compton for their well deserved awards.
2 Apologies and substitutions.
 Apologies for absence were received from Councillors RE Hadley (Substitute: Councillor Evans), J M Garston (Substitute: Councillor Courtenay) and Councillor J G StJ Ware-Lane (Councillor Norman).
3 Declarations of interest.
 The following interests were declared at the meeting:

(a) Councillor Courtenay - Agenda Item 7 (Requests for New or Amended Waiting Restrictions) - Southchurch Road - Non-pecuniary interest - Lives in vicinity;

(b) Councillor Evans - Agenda Item 7 (Requests for New or Amended Waiting Restrictions) - Hadleigh Road - Non-pecuniary interest: Governor at St Michaels School;

(c) Councillor Stafford - Agenda Item 5 (Member's Requests List) - Request 13/41 - Disqualifying non-pecuniary interest: Request made by Councillor Woodley who is a friend and lives in the section of Tyrone Road in which the restriction is requested (withdrew);


(d) Councillor Van Looy - - Agenda Item 7 (Requests for New or Amended Waiting Restrictions) - Lucy Road - Non-pecuniary interest: Customer of the Rossi who have requested the loading bay.
4 Minutes of the Meeting held on Thursday, 31st October, 2013
 Resolved:

That the Minutes of the meeting held on Thursday, 31st October 2013 be received and confirmed as a correct record.
5 Objections to Traffic Regulation Orders - Various Areas
Business for item 5
Resolved:

That the Cabinet Committee be recommended that the traffic regulation order(s) be confirmed as advertised, subject to the following amendments:

(i) The amendment of 12 existing residents' bays in Coleman Street to business bays be deleted and not implemented.

(ii) The amendment of 7 existing residents' bays in Coleman Street to limited waiting parking bays for customer parking be deleted and not implemented.
6 Member's Requests List

Resolved:

That Cabinet Committee be recommended:

1. That recommendations of officers in relation to the requests Ref Nos. 13/37, 13/39, 13/41, 13/42 and 13/43 as set out in Appendix 1 of the report of the Corporate Director for Place be approved.

2. That Member's Request Ref No. 13/38 be retained on the list to enable consultation on a parking management scheme to be undertaken on a wider area.

3. That consideration of Member's Request Ref No. 13/40 be deferred until the next financial year.

4. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

5. That the update on the outstanding requests (Ref No. 16, 18, 20, 21, 13/17, 13/12, 20 and 21 be noted.
7 Petition Regarding Amending Traffic Flow Hadleigh Road (southern section) Leigh-on-Sea

Business for item 7
Resolved:

1. That the petition be noted and residents be thanked for taking time to compile the petition.

2. That Cabinet Committee be recommended that no further action be taken in respect of the introduction of the one-way traffic flow at this time but that residents be requested to identify the problems being experienced in this section of road and that Officers, in consultation with Ward Councillors, explore possible options and any appropriate measures to address their concerns.
8 Requests for New or Amended Waiting Restrictions

Resolved:

That the Cabinet Committee be recommended:

1. That recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved.

2. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

3. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee.
9 Work Priority - Managing Members Requests and Public Requests for Waiting Restrictions

Resolved:

That the Traffic & Parking Working Party and Cabinet Committee review and consider requests on a twice yearly basis during April and October of each financial year.
10 Exclusion of the Public.
 Resolved:

That, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the items of business set out below on the grounds that they involved the likely disclosure of exempt information as defined in Part 1 of Schedule 12A to the Act, and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

5The Working Party received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders for proposed waiting restrictions at various sites within the Borough and, after having considered those representations, including those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
6The Working Party received a report from the Corporate Director for Place that appraised Members of the requests that had been received from Members of the Council, together with officers' recommendations relating to those requests.
7The Working Party received a report of the Corporate Director for Place that appraised Members of the receipt of a petition from the residents of Hadleigh Road comprising 24 signatures requesting the current two way traffic flow in the section of Hadleigh Road between Leigh Park Road and New Road be amended to one-way in a southerly direction.

Whilst Members sympathised with residents concerns, they were unable to identify any justification or rationale on road safety or traffic flow grounds for the change requested by residents on the evidence available.
8The Working Party received a report of the Corporate Director for Place that sought Members' approval to recommend to the Cabinet Committee that the amendments and/or new waiting restrictions at the locations indicated in Appendix 1 to the report be advertised in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and the proposals be implemented.
9The Working Party received a report of the Corporate Director for Place that sought Members' support of a new process to manage Members' requests and general requests from the public for new or amendments to waiting restrictions.
11The Working Party received a part II confidential report of the Corporate Director for Place that appraised Members of an ongoing investigation into potential obstruction of the highway at The Maze, Eastwood, Leigh-on-Sea and which sought Members' approval to recommend to the Cabinet Committee on the way forward.
