1 Apologies and substitutions.
Apologies for absence were received from Councillor J L Lamb (Substitute: Councillor Moring).
2 Declarations of interest.
Councillor Longley declared a non-pecuniary interest in Agenda Item 5 insofar as it related to Coniston and The Maze on the grounds that he lived in the vicinity of these roads.
3 Minutes of the Meeting held on Tuesday, 23rd September, 2014
Resolved:

That the Minutes of the meeting held on Thursday, 23rd September 2014 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders - Cleveland Drive
Resolved:

That Cabinet be recommended that the proposed traffic regulation order part week waiting restrictions in Cleveland Drive not be confirmed and the Chairman and Ward Councillors meet with the head teacher of the Southend High School for Boys to discuss an appropriate school travel plan to address the parking problems being experienced in the road and a further report be submitted to a future meeting as soon as practicable.
5 Requests for New or Amended Waiting Restrictions & Members Requests
Resolved:

1. That Cabinet Committee be recommended that the following recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved and that the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the following proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented:

• Coniston - All junction: Provision of waiting restrictions at all junctions;
• The Maze: Provision of waiting restrictions on an experimental basis;
• Marine Parade, Southend-on-Sea: Amend loading areas to a maximum waiting period of 15 minutes (including disabled drivers) on an experimental basis.

2. That a further report on the process for dealing with new requests be submitted to the next meeting of the Traffic & Parking Working Party taking place on Thursday 5th January 2015.

4The Working Party reconsidered the representations that had been received in response to the proposed traffic regulation order for the introduction of part week waiting restrictions on one side of the street in Cleveland Drive, from 8.00 a.m. to 6. 00 p.m. on Mondays to Fridays. This matter had been referred back for re-consideration by the Place Scrutiny Committee at its meeting on 13th October 2014 (Minute 280 refers). The Cabinet Committee also had before it the relevant extract from report of the Corporate Director for Place and the excerpts from the Minutes.
5The Working Party received a report of the Corporate Director for Place that sought Members' approval to recommend to the Cabinet Committee to authorise the advertisement of the amendments and/or new waiting restrictions at the locations indicated in Appendix 1 to the report, in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and implement the proposals.

The report also sought Members' approval to defer consideration of all future requests for traffic and parking investigations to the next financial year.
