Resolved:

That the Minutes of the meeting held on 13 February 2006 be received, confirmed as a correct record and signed.
241 Colin Gabell
The Chairman took the opportunity to report the recent retirement of Colin Gabell, Trading Standards Manager and on behalf of the Committee expressed his appreciation for his efforts and contributions. The Chairman also undertook to write to Mr Gabell to thank him formally.
242 Request to Operate a Peugeot 807 Multi Purpose Vehicle with full seating capacity - Additional Report
Resolved:

For future clarification, new Hackney Carriage/Private Hire Vehicle licensing conditions (1(b)(ix) for Private Hire Vehicles and 1(a)(ix) for Hackney Carriage) be agreed as follows:

"No seat shall need to be moved or tilted before passengers can enter or exit the vehicle."
243 Amendment to Private Hire Vehicle Licence Advertising Conditions
Resolved:

1. That the following amendments to the Licensing Conditions be approved:

(a) an amendment to Private Hire Vehicle Licence Condition 2.c) to add the words, 'or rear windscreen provided it does not obscure the view to the rear.'

(b) an amendment to Private Hire Vehicle Licence conditions 2.f) to add the words, 'and provided that no other advertisement appears on the said windscreen.'

2. That officers with delegated powers to approve advertisements do not approve advertisements of a licentious nature, or containing tobacco, alcohol or nudity.

242In accordance with Minute 1120 of its meeting held on 13 February 2006, the Sub-Committee received a report of the Director of Technical & Environmental Services that provided further information from other local authorities regarding the licensing of vehicles that require the seats to be moved or tilted before passengers can enter or exit the vehicle. The report also sought Members' views on the introduction of a condition to the existing Hackney Carriage and Private Hire Vehicle Licensing Conditions to restrict the use of such vehicles on safety grounds.
243Further to Minute 329 of the meeting of the Licensing Committee held on 19 July 2002, the Sub-Committee received a report of the Director of Technical & Environmental Services concerning an application by Mr Burch of Southend Radio Cars to permit rear window advertising as had been successfully used on Hackney Carriages. One of the vehicles displaying the advertisements was inspected by the Sub-Committee during the meeting.
