Chairmen‘s Scrutiny Forum - The Chairmen‘s Scrutiny Forum shall comprise 11 Members including the Chairman and Vice Chairman of each of the Scrutiny Committees and members from other political groups such that proportionality is ensured as far as possible. The Forum shall meet on an ad hoc basis to discuss common issues, problem areas, good practice and the development of the scrutiny function and from time to time, undertake reviews of previous in depth scrutiny projects."

The Worshipful the Mayor, in accordance with Standing Order 8.5, decided that it was convenient and conducive to the despatch of Council business that the notice of motion set out below be considered at this Council meeting.

'We call on this Council to back the campaigns to stop the closure of the Royal Mail Delivery Offices in Shoeburyness and Leigh which will force some residents in this town to have a round trip of over 10 miles to collect parcels and signed for mail and have an adverse impact upon both the economic and environmental core of the town's operational effectiveness.

580 Local Council Tax Support Scheme
The Council considered a report of the Corporate Director Support Services which outlined the background and introduction of a Local Council Tax Support Scheme (LCTSS) from April 2013. The report was considered in conjunction with Minute 441 of Cabinet held 6th November 2012 and Minute 528 of Economic & Environmental Scrutiny Committee held 29th November 2012.

Resolved:

1. That the Local Council Tax Support Scheme for Southend-on-Sea Borough Council be adopted.

2. That it be noted that the proposed scheme would deliver a cost neutral scheme, passing the impact of the reduced funding available on to working age claimants with only pensioners being protected.

3. That the following key dates be noted:

- December 2012 Local Council Tax Support Scheme adopted by Full Council
- January to February 2013 scheme implemented
- April 2013 Scheme goes live.

4. That the recommendations in Minute 441 be adopted.
581 Local Government Finance Reform Delegation of Non-Domestic Rates and Council Tax Base Setting
The Council considered a report of the Corporate Director Support Services on the above.

Resolved:

1. That the authority to approve the NNDR1 (National Non-Domestic Rates) form and the Council Tax Base be delegated to the Cabinet.

2. That additionally the authority to approve the NNDR1 form and the Council Tax Base be delegated to the Head of Finance and Resources, in consultation with the Leader of the Council, subject to the delegation only being used where Cabinet is not able to approve the NNDR1 form and the Council Tax Base by the statutory deadline of 31st January 2013; and

3. That should the delegation be used by the Head of Finance and Resources, an explanation would be included in the Council Budget report to Council as to why it was not practical for Cabinet to use its delegation.
