835 Entice - 42-82 Warrior House, Southend-on-Sea
Resolved:

That the application for a Sexual Entertainment Venue Licence in respect of Entice, Unit 3, Warrior House, 42-82 Southchurch Road, Essex, SS1 2LZ, be granted, subject to:

1. All the relevant standard conditions in Appendix 1 and the conditions and policies offered by the applicant as set out in Appendices 2 to 6 of the report of the Corporate Director for Place;

2. The following additional conditions imposed by the Committee:

• The Dancers Code of Conduct will be displayed at the premises and made available to the dancers in their own language on request.

• Condition 17 of the Dancers Code of Conduct to be amended to include the following wording: ‘No advertising to be displayed on dancers clothing when worn outside the premises during breaks.'

• A female security officer shall be on duty at all times when carrying out bodily searches on female customers.

• The smoking policy will include a provision that only two members of staff shall be permitted to smoke outside the premises at any one time.

835The sub-committee received a report of the Corporate Director for Place concerning an application that had been made by Wizard Sleeve Bars (Essex) Limited for a Sexual Entertainment Venue Licence in respect of Entice, Unit 3, Warrior House, 42-82 Southchurch Road, Essex, SS1 2LZ.

The application was presented by Mr Sutherland (applicants solicitor). Mr Weatherstone (applicant) and Mr Mal (Manager) were also in attendance.

The sub-committee noted that no objections to the application had been received from the Police. Four representations had however, been received from local residents. Two of the residents attended the hearing and gave evidence.

The Sub Committee considered all the evidence and submissions that had been made at the meeting and the written reports and documentation that had been presented prior to the hearing. The Sub Committee also had regard to Schedule 3 of the Local Government (Miscellaneous Provisions) Act 1982 (adopted pursuant to the Police and Crime Act 2009) and the Council's Policy for controlling sex establishments.
