1034 Standards for England - Annual Review 2008/09

Resolved:-

That a report be prepared for the next meeting of the Committee on governance arrangements in terms of working in partnership with the Local Strategic Partnership and Renaissance Southend Limited (Section 1.4(e) of the Annual Review refers).
1035 Standards for England - A Review of Local Standards Framework

Resolved:-

(a) That the recommendations in the report be noted.

(b) That the Monitoring Officer should write to Standards for England to query why the National Association of Local Councils (NALC) was not a consultee on the review.
1036 New Standards for England Guidance on Dispensations, Joint Standards Committees and other Actions

Resolved:-

(a) That the Guidance published by Standard for England be noted.

(b) That the Council be recommended to establish a Standards Dispensations Sub-Committee with the terms of reference set out in Appendix 2 of the report and that the Constitution be amended accordingly.
1037 Monitoring Officer's Annual Report
Business for item 1037
Resolved:-

(a) Training for Members of the Standards Committee should be arranged on the following:-

• Case Studies
• How to demonstrate raising of standards of ethnical behaviour by Members and Officers.

(b) Training for all Southend Councillors should include:-

• Induction Training on the Code and ethical issues for new Members, with all other Members being invited
• A ‘Headlines' training session on ethical and wider issues including the Code, Dispensations, the Informal Planning Code, the E-Mail Code, Licensing and Appeals, Travel expenses and complaints

- Independent Members to be invited to the above events

(c) Training needs to be arranged for Leigh-on-Sea Town Councillors on the Code and ethical issues: The Monitoring Officer to liaise with the new Town Clerk when appointed.
1038 Standards for England Annual Assembly of Standards Committees
 Any Member of the Committee who wishes to attend the Annual Assembly between 18-19 October 2010 in Birmingham should contact the Monitoring Officer.
1039 Date and Time of Next Meeting
 The next meeting will take place at 5.30pm on Monday, 13th September 2010.
