1 Apologies and substitutions.
Apologies for absence were received from Councillor J L Lamb (Substitute: Councillor Courtenay) and Councillor R A H Brown.

The Chairman requested that the best wishes of the Cabinet Committee be forwarded to Councillor Brown for a speedy recovery.
2 Declarations of interest.
The following interests were declared at the meeting:

5 TRO Requests - Milton PMS
Resolved:

1. That the Cabinet Committee be recommended that the Corporate Director for Place be authorised to confirm the traffic regulation order for the proposed amendments to the Milton Parking Management Scheme as advertised subject to the following amendments:

(i) Park Street - relocate two business bays to the opposite side of the road; and
(ii) Queens Road - re-designate five permit holder bays as shared permit holder/pay and display bays.

2. That the Cabinet Committee be recommended to authorise the Corporate Director for Place to advertise the necessary traffic regulation orders as appropriate in relation to the agreed amendments to the Milton Parking Management Scheme and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

3. That the Cabinet Committee be recommended that the request to accommodate parking on both sides of Hamlet Road not be pursued.

4. That the Cabinet Committee be recommended to not confirm the traffic regulation order introducing one way traffic flows in Leighville Drive and Southsea Avenue.

5. That the Cabinet Committee be recommended to authorise the Corporate Director for Place to undertake the necessary steps to make an experimental traffic regulation order amending the existing waiting restrictions on both sides of Southsea Avenue and the introduction of two loading bays in the northern end of the road and that the Corporate Director for Place be authorised to amend the experimental traffic regulation as may be necessary during the experimental period.
6 Members Requests
Resolved:

That Cabinet Committee be recommended:

1. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation orders as appropriate in relation to the following proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented:

Ref No. 14/1 - Introduction of "at any time" waiting restrictions at the northern end of Shoebury High Street the length of which restrictions determined in consultation with the bus companies and to be kept to a minimum;

Ref No. 14/2 - Introduction of 2hr no return in 4hr waiting restrictions in Woodgrange Drive near no. 447;

Ref No. 14/4 - Introduction of "at any time" waiting restrictions in Barnstable Close, Broadclyst Close, Burlescoombe Close and any other similar Closes in the area following consultation with the Ward Councillors;

Ref No. 14/6 - Introduction of limited waiting restrictions in Hamstel Road shopping areas north and south of Durham Road;

Ref No. 14/7 - Introduction of "at any time" waiting restrictions at the entrance of Woodfarm Close;

Ref No. 14/12 - removal of seasonal waiting restrictions in Walton Road from the access to the Roslin Hotel to the junction protection;

Ref No. 14/13 - Removal of seasonal waiting restrictions on the eastern side of Clieveden Road;

Ref No. 14/14 - Introduction of "at any time" waiting restrictions in Frobisher Way near to the Parsons Barn;

Ref No. 14/15 - Extension of existing waiting restrictions in Mountbatten Drive and Frobisher Way to ensure adequate junction protection.

2. That Ref No. 14/11 regarding the amendment of the 1hr waiting restriction in the section of St Augustines Avenue from Thorpe Esplanade to Thorpe Bay Gardens to a seasonal restriction be deferred pending clarification of the previous decision in relation to this section of road.

3. That request Ref No. 14/8 for the prohibition of passenger transport and large heavy good large vehicles in Oakwood Avenue be deferred pending consideration of the statistics obtained from the vehicle survey.

4. That request Ref No. 14/9 regarding the request for a 20 mph zone in Canewdon Road be retained on the list pending the outcome of the monitoring of speed measurements.

5. That the request Ref No. 14/10 regarding the installation of a pedestrian crossing in Hadleigh Road in the vicinity of St Michaels School be investigated following the completion of the modifications to the school.

6. That, in respect of request Ref No. 14/0 for the provision of a speed table in New Barge Pier Road, the results of the speed measurements be shared with Essex Police for possible speed enforcement action and installation of temporary vehicle activated signage when the equipment becomes available.

7. That no further action be taken in respect of the following requests:

Ref No. 14/3 - provision of a "horse crossing" warning sign at the junction of Progress Road with the Arterial Road;

Ref No. 14/5 - Implementation of waiting restrictions in St James' Avenue and Marcus Avenue;

8. That the following requests for verge hardening works to accommodate parking in the roads listed be added to the list for prioritisation (pending available funding) in the 2014/15 financial year:

Ref No. 13/12 - Rockleigh Avenue
Ref No. 13/20 - Blythe Avenue
Ref No. 13/21 - Wakering Avenue
Ref No. 14/1a - Brunswick Road

9. That all future requests by Members or amendments to existing requests be submitted to the Corporate Director for Place in writing.
7 Leigh Road Petition
Resolved:

1. That the petition be noted and residents be thanked for taking time to compile the petition.

2. That it be noted that the proposals by residents do not meet the policy requirement for introduction of waiting restriction.

3. That the residents be informed of the process for enforcing private vehicular access as set out in paragraph 3.2 of the report of the Corporate Director for Place.
8 Woodfield Park Drive Petition
Resolved:

1. That the petition be noted and residents be thanked for taking time to compile the petition.

2. That the comments from officer be noted and that the road be added to the list of verge hardening works for prioritisation (funding permitting) during the 2014/15 financial year.
9 TRO Requests
Resolved:

That Cabinet Committee be recommended:

1. That following recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved:

(i) Shaftesbury Avenue - provision of limited waiting bay
(ii) Dalmatia Road/Riviera Drive - provision of waiting restrictions
(iii) Shakespeare Drive - reduction of waiting restrictions
(iv) Wilson Road - reduction of waiting restrictions
(v) Shirley Road and Oakwood Avenue - provision of junction protection
(vi) Southchurch Road - amendment of one limited waiting bay to disabled parking outside no. 693 Southchurch Road
(vii) Hornby Avenue - removal of one school keep clear markings
(viii) Christchurch Road - removal/reduction of restrictions opposite junctions subject to traffic flow not becoming impeded.
(ix) Elm Road and Caulfied Road - Installation of pedestrian crossings near to roundabout to be funded by the Safer Roads Foundation
(x) Herbert Road - provision of waiting restrictions at junctions with Connaught Gardens and Tudor Gardens
(xi) Barnstaple Road - amendment of existing limited waiting restrictions from 1 hour to 2 hour maximum stay.
(xii) Market Place - provision of waiting restriction in access road from Alexandra Street subject to landowner/leaseholders meeting the costs incurred.

2. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

3. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee.

4. That consideration of the request for daytime waiting restrictions all year round in Westcliff Parade be deferred.

5. That the request for waiting restrictions from 7.00 a.m. to 7.00 p.m. in Heschell Road not be progressed but that consideration be given to the hardening of the verge to accommodate parking.

6. That no further action be taken in respect of the request for loading restrictions in Ceylon Road.

5The Working Party received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders for proposed amendments to the Milton Parking Management Scheme and, after having considered those representations, including those made at the meeting, sought appropriate recommendation to the Cabinet Committee.

The Working Party also had before it the responses that had been received in response to the statutory consultation for the traffic regulation orders for one way traffic flows in Leighville Grove and Southsea Avenue and proposed waiting restrictions in Southsea Avenue. A copy of the details were set out in Appendix 1a which was circulated at the meeting. The Chairman had agreed that this matter be considered at this meeting as an urgent additional matter to enable a decision to be made at the earliest opportunity.
6The Working Party received a report from the Corporate Director for Place that appraised Members of the requests that had been received from Members of the Council, together with officers' recommendations relating to those requests. An additional sheet setting out two further requests that had been received immediately prior to the publication of the agenda was circulated at the meeting. The Chairman had agreed that these be considered at this meeting as urgent additional matters to enable a decision to be made at the earliest opportunity.
7The Cabinet Committee received a report of the Corporate Director for Place that appraised Members of the receipt of a petition comprising 9 signatories representing 9 properties of Leigh Road requesting that waiting restrictions be provided to prevent private accesses being blocked.
8The Working Party received a report of the Corporate Director for Place that appraised Members of the receipt of a petition from residents of Woodfield Park Drive comprising 62 signatories representing 60 properties requesting that the verge be hardened to accommodate parking.
9The Working Party received a report of the Corporate Director for Place that sought Members' support of the the proposed advertisement of the amendments and/or new waiting restrictions at the locations indicated in Appendix 1 to the report, in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and implement the proposals.

A supplementary Appendix containing additional requests was circulated at the meeting. The Chairman had agreed that these be considered at this meeting as urgent additional matters to enable a decision to be made at the earliest opportunity.

In respect of the request for the installation of pedestrian crossings in Elm Road and Caulfield Road, Shoeburyness, and with the permission of the Chairman in view of the extenuating circumstances of the request, the Working Party welcomed and received a brief presentation from the students from Shoeburyness High School. It was noted that the students had successfully secured the necessary funding for the requested project from the Safer Roads Foundation. A copy of the slides used in their presentation was circulated at the meeting. The Working Party congratulated the students for the good work.
