That the Minutes of the meeting held on Thursday, 13th March 2014 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders - Various Locations
Resolved:-

That the Cabinet Committee be recommended:

1. That the traffic regulation order(s) in respect of the following locations be confirmed as advertised:

• Barnstaple Road: Increase limited waiting to 2 hours, no return in 4 hours from 9.00 a.m. to 6.00 p.m. Mondays to Fridays
• High Street, Shoeburyness: No waiting 8.00 a.m. to 6.00 p.m. daily
• St Augustines Avenue: Replace no waiting part of the day with seasonal restriction
• Drewsteignton: Introduce double yellow lines junction protection
• Wood Farm Close: Introduce double yellow lines
• Mountdale Gardens: Introduce double yellow lines junction protection
• Daines Close: Introduce double yellow lines at the junction
• Dalmatia Road: Introduce double yellow lines junction protection
• Alexandra Road: Reduce length of double yellow lines
• Cleveland Drive: Introduce part week restrictions 8.00 a.m. to 6.00 p.m. Mondays to Fridays on one side of the street.

2. That no further action be taken in respect of the traffic regulation orders at the following locations:

• Barnstaple Close: Provision of double yellow lines in Barnstaple Close from its junction with Barnstaple Road to turning head;
• Burlescoombe Close: Provision of double yellow lines in Burlescoombe Close from its unction with Burlescoombe Road
• Barnstaple Close and Barnstaple Road: Provision of double yellow lines in Barnstaple Close and limited waiting in road
• Woodgrange Drive: Introduce limited waiting 2 hours no return in 4 hours from 9.00 a.m. to 6.00 p.m. Mondays to Saturdays
• Caulfield Road: Proposed Zebra Crossing and repositioning of bus stop clearway

3. That consideration of the traffic regulation order for the introduction of double yellow lines in The Maze be deferred pending a site visit and a further in depth report to the next meeting.
5 Petition Regarding Waiting Restrictions, Claremont Close, Westcliff on Sea
Resolved:-

1. That the petition be noted and residents be thanked for taking time to compile the petition.

2. That the Cabinet Committee be recommended to authorise the Corporate Director for Place to advertise any necessary traffic regulation orders for the introduction of junction protection and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

3. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee.
6 Holland Road Area - Report on Ward Councillor Consultation for Parking Controls
Resolved:-

1. That the Ward Councillors be thanked for their efforts in compiling and distributing the questionnaires in relation to the consultation.

2. That Cabinet Committee be recommended that, in view of the extenuating problems being experienced in this particular road, some form of parking scheme be identified to address the problems being experienced in this area and in particular Holland Road.
7 Fossetts Way - Accident Remedial Proposal
Resolved:-

1. That the Cabinet Committee be recommended to authorise the Corporate Director for Place to advertise the necessary traffic regulation order for the increase of the current speed limit in Fossetts Way from 30mph to 40mph and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

2. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee.
8 Members Requests List
Resolved:-

That the Cabinet Committee be recommended:

1. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation orders as appropriate in relation to the following proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented:

14/17 - Provide junction protection Cromer Road and York Road
14/21 - Provide junction protection Fortescue Chase/Southchurch Road
14/25 - Provide two disabled parking place in The Broadway, Thorpe Bay (on either side) in the vicinity of Barclays Bank; Introduce loading prohibitions on the current restrictions on the roundabout at the junction of The Broadway at its junction with Fermoy Road on both sides directly by Jubilee Wines and TSB Lloyds Bank; and provide junction protection at the junction of Greenways and Wyatts Drive.

2. That no further action be taken in respect of the following requests for the reasons stated in the report:

14/8 - Prohibit passenger vehicles using Oakwood Avenue
14/9 - Re-consideration of a request for 20mph zone Canewdon Road
14/16 - Single yellow line restriction in Caulfield Road, school side, from the school up to Wicklow Walk Mondays to Fridays 8.00 a.m. to 4.30 p.m.
14/18 - Provide Ambulance Bay by Victoria Court, York Road near Cromer Road
14/19 - Extend existing junction protection Highfield Drive to No.1
14/22 - Provide waiting restrictions on bend of Willingale Way
14/26 - Parking prohibition to deter commuter parking in Gunners Road
14/27 - Waiting restrictions in Boyce Hill Close

3. That request Ref No. 14/10 regarding the installation of a pedestrian crossing in Hadleigh Road, Leigh on Sea at St Michaels School, be investigated following the completion of the modifications to the school.

4. That request Ref No. 14/15 regarding the widening of the pedestrian refuge Ness Road, Shoeburyness be further investigated to identified an appropriate solution

5. That request Ref No. 14/20 regarding the provisions of waiting restrictions at the eastern extremity of Riviera Drive be reconsidered following the implementation of the junction protection restrictions


6. That the following requests be retained on the list:

14/23 - Provision of a 1 hour restriction and junction protection in Dale Road, Dyvenor Gardens, Crescent Road, and Western Road with longer term request to treat all the roads in the area (Tattersall Gardens to Hadleigh Road, south of the London Road)
14/24 - Increase existing 5m junction protection in Cottesmore Gardens, Quorn Gardens and Tattersall Gardens junctions with Western Road.

7. That in respect of request Ref No. 18 dated September 2013 regarding the implementation of parking controls in Old Southend Road, Wesley Road, Stanley Road, St Leonards Road, Albert Road and surrounding area, the Corporate Director for Place be authorised to implement a newly proposed solution for parking controls in consultation with the Ward Councillors.
9 Requests for New or Amended Waiting Restrictions
Resolved:-

That the Cabinet Committee be recommended:

1. That following recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved and that the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the following proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented:

• Centurion Close junction with Lowry Close - provide waiting restrictions at junction
• Woodgrange Close junction with Woodgrange Drive - provide waiting restrictions at junction
• The Bentleys junction with Western Approaches - provide waiting restrictions at junction
• Rayleigh Road (370 - provide waiting restrictions
• Fairfax Drive - limited waiting area by Inverness Avenue
• Avon Way - Removal of waiting restrictions one side
• Prince Avenue - limited waiting by The Bell
Fairfield Gardens junction with Fairfield Road - provide waiting restrictions at junction
• Stuart Close junction with Stuart Road - provide raised crossing point for cyclists
• Victoria Road - reduce junction protection at junctions
• Flemming Avenue - provide raised crossing point for cyclists
• Tankerville Drive - provide raised crossing point for cyclists
• Arnold Avenue - relocate waiting restrictions to west side to increase capacity

2. That consideration of the request for waiting restrictions at all junctions in the Coniston area be deferred.

3. That no further action be taken in respect of the request for the extension of existing restrictions to the School Keep Clear markings in School Way, Leigh on Sea.

4. That no further action be taken in respect of the request for junction protection in the access roads in Barnstable Road, Thorpe Bay.

5. That in respect of the request for footway parking prohibitions in London Road, the proposals be advertised in conjunction with the amendments to the existing limited waiting restrictions.

6. That, in respect of the request to amend the restrictions for under utilised bus stops to shared bus stop/loading or parking, a further report, which shall include details of the locations of the proposed locations, be submitted to the Traffic and Parking Working Party and Cabinet Committee for consideration.
10 Work Priority Parking, Traffic Management and Road Safety Team
Resolved:

That the Cabinet Committee be recommended:

1. That, subject to the deferral of the signage declutter project to next year, the list of projects listed in Appendix 1 of the report be approved.

2. That in respect of the verge hardening projects listed in Appendix 2 of the report, the request in relation to Blythe Avenue be deferred to the next meeting to enable discussion to be undertaken with South Essex Homes and potential savings be identified to enable all the schemes to be undertaken such the retaining the existing kerbs.

3. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed projects and, subject to there being no objections received following statutory consultation to arrange for the orders to be sealed and the proposals implemented.

4The Working Party received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for traffic regulation orders for proposed waiting locations within the Borough and, after having considered those representations, including those made at the meeting, sought appropriate recommendation to the Cabinet Committee.

As a result of the discussion regarding the proposed traffic regulation order relating to Cleveland Drive, the Chairman undertook to speak to Head Teacher of Southend High School for Boys and the Southend Hospital NHS Trust about the parking issues in this area.
5The Working Party received a report of the Corporate Director for Place which informed Members of the receipt of a petition from residents of Claremont Close comprising 29 signatures requesting waiting restrictions to be introduced to address parking problems in the Close. The report also sought the Working Party's recommendation to Cabinet Committee on the appropriate way forward.
6The Working Party received a report of the Corporate Director for Place which apprised Members of the results of the consultation on parking controls in the area around Holland Avenue, that had been undertaken by the Ward Councillors. The report also sought the Working Party's recommendation to Cabinet Committee on the appropriate way forward.
7The Working Party received a report of the Corporate Director for Place that sought Members' approval to undertake measures to reduce accidents and inappropriate speeds in Fossetts Way (Sutton Road to DIY store Roundabout). The report also sought the Working Party's recommendation to Cabinet Committee on the appropriate way forward.
8The Working Party received a report from the Corporate Director for Place that appraised Members of the requests that had been received from Members of the Council, together with officers' recommendations relating to those requests.

An additional sheet setting out an update on an outstanding request was circulated at the meeting. The Chairman had agreed that these be considered at this meeting as urgent additional matters to enable a decision to be made at the earliest opportunity.
9The Working Party received a report of the Corporate Director for Place that sought Members' approval to recommend to the Cabinet Committee that amendments to existing and/or the introduction of new waiting restrictions at the locations indicated in Appendix 1 to the report be advertised in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and the proposals be implemented.

A supplementary Appendix containing additional requests was circulated at the meeting. The Chairman had agreed that these be considered at this meeting as urgent additional matters to enable a decision to be made at the earliest opportunity.
10The Working Party received a report of the Corporate Director for Place that sought Members' support of the priorities for the projects set out in the Appendices to the report, and appropriate recommendation to the Cabinet Committee.
