Further to Minute 7 of its meeting held on Thursday 26th October 2023, the Cabinet Committee received a report of the Executive Director (Environment and Place) concerning the petition requesting the installation of average speed cameras on the Eastern Avenue between Hamstel Road and Sutton Road.
The Working Party discussed the matter in some detail and noted that the introduction of the traffic lights at the junction of Bournemouth Park Road and Eastern Avenue may distort the average speed data. It would therefore be essential to ensure the speed monitoring equipment was located in the most appropriate positions in the different sections of the road. It would also be necessary to record the speed of traffic at night.
Resolved:-
That Cabinet Committee be recommended:
1. That up-to-date traffic flow and speed surveys be undertaken in this stretch of road.
2. That, following the surveys and analysis of the data, the Road Safety Partnership be approached to determine suitability of the site for average speed cameras and, if suitable, the process for operation and maintenance.

Having considered the views of the Traffic Regulations Working Party in respect of this matter, it was:
Resolved:-
1. That up-to-date traffic flow and speed surveys be undertaken in this stretch of road.
2. That, following the surveys and analysis of the data, the Road Safety Partnership be approached to determine suitability of the site for average speed cameras and, if suitable, the process for operation and maintenance.
Reason for Decision
To determine the extent of a speeding issue along Eastern Avenue between Hamstel Road and Sutton Road.
Other Options
Not proceed with the collection of the data, which would not enable the Council to proceed with any potential average speed camera installation.
Note: This is an Executive function
Not eligible for call-in as the matter has already been subject to pre-Cabinet scrutiny by the Traffic Regulations Working Party.

The Working Party considered a petition requesting the installation of average speed cameras in the section Eastern Avenue, from its junction with Hamstel Road to its junction with Sutton Road. The petition had been referred by Council at its meeting held om 23rd March 2023 (Minute No. 803 refers).
The Working Party was informed that a similar matter had been considered by the Working Party and Cabinet Committee (Minute No. 504 of Cabinet Committee held on 2nd November 2020 refers).
It was suggested that the possibility of including a pedestrian crossing in Bournemouth Park Road, close to its junction with Eastern Avenue be included in the report.

That a report on the petition including appropriate recommendations be submitted to a meeting of the Working Party and Cabinet Committee to take place on 5th December 2023.

The Cabinet Committee considered a petition requesting the installation of average speed cameras in the section Eastern Avenue, from its junction with Hamstel Road to its junction with Sutton Road. Councillor Beggs presented a petition containing 28 signatures from residents requesting the Council to install average speed camera’s on Eastern Avenue, from the Hamstel Road junction to the Sutton Road junction for the safety of residents and their families.
Resolved:
That, in accordance with Council Procedure Rule 15.7, the petition be referred to the Cabinet Committee.
