The Council considered a joint report of the Executive Director (Finance and Resources) and Executive Director (Environment and Place) concerning the Waste Collection Contract Procurement which was included on the agenda as an urgent item of business.

 

The Mayor advised Councillors that this was an Executive matter and a special meeting of the Cabinet to determine the matter would be held on Thursday, 4 April 2024 commencing at 6.30pm.

 

Resolved:

 

That the submitted report and suggestions raised at the Place Scrutiny Committee on 11 March 2024 (Appendix 3) and at the Drop-in session on 19 March 2024 (Appendix 4), be noted.

The Cabinet considered a joint report of the Executive Director (Finance and Resources) and Executive Director (Environment and Place) presenting an update on the progress of the procurement of the new waste collection contract and clarity about the oversight role of Cabinet up to now and for the remainder of the process.

 

Resolved:

That the submitted report be noted and referred to Full Council for consideration.

 

Reasons for Decision:

 

To note the rationale for each of the recommendations related to Waste Collection Contract Specification set out in Appendix 1. Each recommendation is underpinned by the objectives of the procurement that were agreed by Cabinet on 14th June 2022. Each of the recommendations presented have been discussed with and considered by the cabinet member through the Waste Steering Board and have been subject to wider debate via the pre-scrutiny processes.

The Committee considered a joint report of the Executive Director (Finance and Resources) and Executive Director (Environment and Place), by way of pre-Cabinet scrutiny, that presented an update on the procurement of the new waste collection contract and clarity about the oversight role of Cabinet and the next steps to enable officers to proceed with the final stage of the procurement.

 

The Committee asked a number of questions and sought clarification on various aspects of the procurement which were responded to by officers, The Leader of the Council and the Executive Councillor for the Environment. 

 

On consideration of the report and following a short adjournment the Committee proposed a range of additions and changes to the service specifications (paragraph 6.4 and appendix 1 of the report) which would be presented to Cabinet for consideration.  The Leader of the Council also undertook to arrange an all Councillor ‘drop-in’ session prior to the Special Cabinet meeting on 4th April 2024.

 

During consideration of this matter a motion was proposed and seconded to allow the confidential part 2 matters set out in Appendices 2 and 3 to the report to be discussed in public session.  This motion was not carried.

That the report to Cabinet be noted.
