Due to the location of the developments access, via an existing car parking area, its siting in the vicinity of car traffic generating activities and its proximity to a highway, which carries significant amounts of traffic, the proposal would be detrimental to the safety of its future intended users. The identified harm would materially outweigh other benefits of the proposed development.
