471 Adoption of London Southend Airport Joint Area Action Plan (JAAP)
Recommended:-

1. That all the recommendations of the Inspector, set out in Appendix A to the submitted report, along with the revised London Southend Airport and Environs Joint Area Action Plan (JAAP) set out in Appendix B to the report, be agreed.

2. That, in conjunction with Rochford District Council, the Council proceeds to formally adopt the JAAP in the format set out in Appendix B to the submitted report, in accordance with the Planning Regulations 2012.

3. That the Corporate Director for Place, in conjunction with the Executive Councillor for Regulatory Services, be authorised to deal with all necessary adoption documents, minor adjustments which may be required to the text (including any minor changes made by Rochford District Council at its meeting on 16th December 2014) and other consequential matters.

Reason for Decision

To enable the Council to adopt the JAAP as planning policy for the JAAP area.

Other Options

1. Not to adopt the JAAP but rely on the existing policy framework. This is not recommended as an up-to-date plan using local evidence and guided by community consultation, is the most appropriate guide for local planning decisions.

2. Not to accept all or some of the Inspector's recommendations. This would result in the Council not having a sound document.

472 Thames Gateway South Essex Partnership (TGSEP) Update
Resolved:-

1. That the changing environment of the partnership be noted.

2. That the development of a new partnership with Thurrock Council and other appropriate partners, to replace TGSEP's current arrangements from 1st April 2015, be approved.

Reason for Decision

The retention of a partnership in the Thames Gateway South Essex area ensures a higher profile for Southend-on-Sea projects on the national agenda and minimises the risk of being subsumed in the county-wide prioritisation process.

Other Options

Essex County Council would prefer three federated areas rather than the currently agreed four. The alternative option would be to accede to this view and work across one ‘Greater Essex' region. South Essex partners would then need to negotiate within an overall Essex funding envelope against other priorities in the county. This option is not recommended as it would diminish the profile of strategic schemes in Southend-on-Sea and potentially lead to delays on the delivery of future projects.

471The Cabinet considered a report of the Corporate Director for Place recommending the adoption of the London Southend Airport and Environs Joint Area Action Plan (JAAP) in the format set out in Appendix A to the submitted report incorporating the recommendations of the Inspector following the examination in public. The Corporate Director for Place confirmed that the Special Joint Committee had met on 8th December 2014 and had also recommended adoption in this form.
472The Cabinet considered a report of the Corporate Director for Place informing Members of recent developments in relation to the Thames Gateway South Essex Partnership (TGSEP) and set out proposals for further and additional negotiations to secure revised arrangements.
