9 To confirm the appointment of Councillor Walker as Mayor for the 2014/15 Municipal Year
Resolved:

That the appointment of Councillor Walker as Mayor for the 2014/15 Municipal Year be confirmed.
10 To confirm the appointment of Councillor Moring as Deputy Mayor for the 2014/15 Municipal Year
Resolved:

That the appointment of Councillor Moring as Deputy Mayor for the 2014/15 Municipal Year be confirmed.
11 Appointment of Leader of the Council
Upon a requisition for a named vote in accordance with Council Procedure Rule 12.1, a recorded vote was taken in respect to the position of Leader of the Council as follows:

Accordingly Councillor Woodley was appointed Leader of the Council.
12 Appointment of Executive Councillors and substitutes, allocation of portfolios and the Constitution
Resolved:

1. That the Leader's appointments to the Cabinet (and substitutes) and the details of the 7 portfolios be noted.

2. That the following changes to the Constitution be made:

(a) Make it a requirement that no member of the Administration shall be a Chairman or Vice-Chairman of a Scrutiny Committee, such posts being reserved for members of the opposition groups - and to alter section 5.1(a) of Part 3 Schedule 2 of the Constitution accordingly;

(b) Amend the composition of the Chairmen's Scrutiny Forum (at the end of section 5 of Part 3 Schedule 2 of the Constitution) so that it comprises simply the Chairmen and Vice Chairmen of each of the 3 Scrutiny Committees;

(c) Amend Council Procedure Rule 31 (sub-paragraphs 31.1 and 31.6) so that there is no limitation on the number of substitutes which each group can appoint;

(d) Increase the number of Members on the Health and Wellbeing Board from 5 to 6;

(e) Make the following changes to Working Parties, Forums, etc:

- Reduce the size of Working Parties which currently have a membership of 9 to 8 Members, while retaining the convention that political proportionality shall apply;

- Amend the membership of the Performance Related Pay Panel so that it comprises the Leader, the two Deputy Leaders, the two Leaders of the Opposition Groups and an Independent member.

- Remove the following obsolete bodies - The Youth Working Party, the Youth Work Forum, the Business Ratepayers Consultative Forum and the Olympics Board.

(f) Make any necessary changes to the Constitution consequent upon (a)-(e) above and to reflect the new titles of the portfolios.

3. Endorse the Council's Constitution, including the Scheme of Delegation in Part 3, Schedule 3 (incorporating the current titles of Chief Officers).
13 Appointment of Cabinet Committee and Substitutes
Resolved:

That the Leader's appointments to the Cabinet Committee and substitutes detailed in List B be noted.
14 Appointment of Members and Substitutes to Regulatory and Scrutiny Committees, Licensing Sub-Committee C, Standards Committee and Audit Committee
Resolved:

That the Members set out in List C be appointed as members and substitutes of Regulatory and Scrutiny Committees, Licensing Sub-Committee C, Standards Committee and Audit Committee for the Municipal Year 2014/15.
15 Appointment of Chairmen and Vice-Chairmen to Regulatory and Scrutiny Committees, Licensing Sub-Committee C, Standards Committee and Audit Committee
Resolved:

That the Members set out in List C be appointed as Chairmen and Vice-Chairmen of Regulatory and Scrutiny Committees, Licensing Sub-Committee C, Standards Committee and Audit Committee for the Municipal Year 2014/15.
16 Appointment of Members and Substitutes to Working Parties, Panels, Forums etc
Resolved:

That the Members set out in List D be appointed as members and substitutes of Working Parties, Panels, Forums etc for the Municipal Year 2014/15.
17 Appointment of Chairmen and Vice-Chairmen of Working Parties, Panels, Forums etc (save for Cabinet Working Parties, where Chairmen are appointed by the Leader)
