328 Review of Hackney Carriage Fares
Resolved:

1. That the proposed revisions of the present Hackney Carriage fare and charges structure as shown at Appendix 1 to the report, at the request of Southend Taxi Drivers' Association, to include a 5% increase in the first charge be approved.

2. That an average 2.29% increase in other fares, as shown at Appendix 1 to the report be approved.

3. That the fare chart shown at Appendix 3 to the report be approved.

4. That a soiling charge notice as detailed at Appendix 4 of the report be included on the fare chart displayed in licensed vehicles.

5. That Christmas/New Year charges be amended to commence at midnight introducing a £6.00 charge with no extras during that period.

6. That the changes to the fares and extra charges structure be duly advertised.
329 Amendment to Hackney Carriage Vehicle Licence Advertising Conditions
Resolved:

1. That Hackney Carriage Vehicle Licence Condition 3.d) be amended by the addition of the words 'or rear windscreen, provided that it does not obscure the view to the rear.'

2. That Hackney Carriage Vehicle Licence Condition 3.h) be amended by the addition of the words 'and provided that no other advertisement appears on the said windscreen.'

3. That Officers with delegated powers to approve advertisements do not approve advertisements of a licentious nature, or containing Tobacco, Alcohol or Nudity.
330 Storm Discotheque, Elmer Approach, Southend on Sea
Application for Variation of Conditions to Public Entertainment Licence
Resolved:

1. That the application for variation of the public entertainment licence, permitting an extension of the terminal hour for public entertainments on Sundays until 00.30 the following morning, be granted.

2. That it be noted that the above-mentioned variation supplements the approval to permit an extension until 2.00 a.m. on Bank Holiday Sundays (excluding Easter Sunday).

3. That the Licensees be requested to deliver a notice to residents in Elmer Avenue advising them of the opportunity of contacting the Licensees at all reasonable times in the event of disturbance etc. and that a copy of the notice be supplied to the Council.

Resolved:

That the next meeting of the Committee be held on Friday, 26 July 2002 commencing 10.30 a.m. and that a schedule of meetings of the Committee for the remainder of the Municpal Year be prepared for consideration at that meeting.

325No delarations of interest were made at the meeting.
328The Committee considered a report of the Director of Technical & Environmental Services No. DTES 02/139 concerning applications from the Southend Taxi Drivers' Association for an increase in the Hackney Carriage and Private Hire vehicle fares and charges and the introduction of a soiling charge notice to be displayed in licensed vehicles. Spokespersons of the Southend Taxi Drivers' Association and the Southend Hire Car Action Group made representations to the Committee on the proposals. Mr Kavanagh of the TGWU was also in attendance at the meeting.
329The Committee received a report of the Director of Technical & Environmental Services No. DTES 02/140 concerning a request from the Southend Taxi Drivers' Association proposing amendments to the Hackney Carriage Vehicle Licence Conditions to permit rear window advertising. An example of the 'contravision plastic' used for the advertisements and colour photographs illustating the trial advertisement were displayed at the meeting. One of the vehicles displaying the adverstisement used in a trial was inspected prior to the meeting. Representatives of the Southend Taxi Drivers' Association spoke in support of the proposals. A representative of the Southend Hire Car Action Group and the TGWU were also in attendance.

Members noted the substantial work that had been undertaken by the Southend Taxi Drivers' Association in progressing the trial and that no complaints or safety problems had arisen during the course of the trial period.

The Committee took the opportunity to highlight that the Southend Hire Car Action Group was at liberty to make a similar application at a future date and that any such application would be considered on its own merits.
330The Committee received a report of the Director of Technical & Environmental Services No. DTES 02/142 concerning an application by the proprietors of Storm Discotheque for an extension of the terminal hour for Public Entertainments on non-Bank Holiday Sundays until 00.30 the following morning. Mr. Baines, the Applicant, Mr Simms, the Manager of the premises and, Mr Hook, their Legal Advisor were in attendance at the meeting.

The Committee was satisfied that all effective measures were being undertaken to minimise the potential for disturbance to nearby residents and noted the applicants' undertaking to deliver a notice to residents in Elmer Avenue advising them of the opportunity of contacting the Licensees at all reasonable times in the event of disturbance etc.
