334 | The Committee received a report of the Director of Technical & Environmental Services No. DTES 0291 concerning an application for the grant of a new Provisional Public Entertainment Licence for the premises known as the White Horse Public House, Southchurch Boulevard, Southend-on-Sea operated by Scottish & Newcastle Retail Ltd. It was noted that the application had originally been submitted by Ms. K. Lorriman, the former licensee and that the new licensees were now Mr & Mrs Punter.
Mr & Mrs Punter, Mr Cunningham, Area Manager for Scottish & Newcastle Retail Ltd., Mr Phillips, their legal advisor, Mr Ness, Environmental Health Officer at Scottish & Newcastle Retail Ltd., Mr Clarke representing the Security Company and Mr Lawrence of Hepworth Accoustic Consultants were in attendance at the meeting. Sgt. Bell and PC Gibb of the Police Licensing Unit together with Mr Williams, their legal representative, were also in attendance at the meeting. 14 local residents spoke as objectors to the application. Two residents spoke in support of the proposals.
A visit to the premises to view aspects of the application was undertaken immediately prior to the meeting. Copies of the 57 letters and a petition comprising 319 signatures objecting to the application and a copy of the written submission from the Police were circulated prior to the meeting. Two further letters of objection together with a copy of an email from Councillor D Garston, were circulated at the meeting. A report by Hepworth Accoustics Ltd. on behalf of Scottish & Newcastle Retail Ltd. and a petition comprising 379 signatures in support of the proposals was also circulated.
Given the nature of the surrounding properties and their close proximity to the site, together with the proposed increase in operating hours, and having considered all of the information available, the Committee concluded that it was difficult to see how an unacceptable level of intrusion and an in increased adverse impact on the environment could be avoided.
