Resolved:

That the Minutes of the meeting held on 3 December 2002 were confirmed as a correct record and signed.
889 Removal of Hackney Carriage Stands, Changes to Existing Hackney Carriage Stands and Creation of New Hackney Carriage Stands
Resolved:

1. That the revocation of the stands at the following locations be approved:

Hartington Road, Southend-on-Sea;
Burdett Avenue, Southend-on-Sea;
Oakengrange Drive, Southend-on-Sea;
Westcliff Parade, Southend-on-Sea;
Alexander Street, Southend-on-Sea;
Elmer Approach, Southend-on-Sea;
Progress Road, Leigh-on-Sea.

2. That stands at the following locations be altered as indicated:

Bellhouse Lane, Leigh-on-Sea - the stand to be enlarged to include an extra space and be split as appropriate to enable access to driveways;
Belton Way East, Leigh-on-Sea - the stand to be moved forward to start at the commencement of the limited parking area;
Lifstan Way, Southend-on-Sea - the stand to be enlarged to include two additional spaces at the front of the stand.

3. That stands at the following locations be appointed:

Alexander Street, Southend-on-Sea - two spaces immediately outside the New Empire Theatre to the eastern most end of the bus bay;
Elmer Approach, Leigh-on-Sea - four spaces in Farringdon Road on the east side of the car park immediately prior to the exit;
Progress Road, Leigh-on-Sea - between the junctions of Brunel Road and Faraday Road
Warrior Square, Southend-on-Sea - four spaces outside Maitland House operating between the hours of 8.00 p.m. to 3.00 a.m. only;
Station Road, Westcliff-on-Sea - three spaces to the rear of the bus stop opposite the Cliffs Pavilion operating between the hours of 8.00 p.m. to 3.00 a.m. only.

4. That the Chief Executive and Town Clerk be authorised to advertise the revocation, amendment and creation of new Hackney Carriage Stands as detailed in resolutions 1, 2 and 3 above.

884There were no apologies for absence.
885The Chairman reported that the recent decision of the Committee to refuse the application for a Public Entertainment Licence in respect of the White Horse Public House had been upheld by the Magistrates Court and that the applicants had advised that they would not be proceeding with an appeal to the Crown Court. The Chairman took the opportunity to thank the Committee and Officers for their time and detailed consideration of this application.
886The Committee noted with sadness that former Hackney Carriage Officer Mr Peter Webber had passed away and offered its condolences to his family.
887Councillor Kelly declared an interest in paragraph 2.6 of Agenda item 4 (Bellhouse Lane, Leigh-on-Sea) on the basis that a relative resided in this vicinity, and took no part in the discussion thereof and voting thereon.
889The Committee received a report of the Director of Technical & Environmental Services No. DTES 02/260 which sought Members' approval to the proposed removal, amendments and creation of Hackney Carriage Stands within the Borough following a comprehensive review of all of the current approved stands recently undertaken by the Council and Southend Taxi Drivers' Association. Mr Sutton of the Southend Taxi Drivers' Association was in attendance at the meeting. Copies of plans illustrating the various proposals were circulated at the meeting. The Committee was advised that the statutory notice period for the proposals would be 28 days and not 14 as indicated in the report.


The Committee was informed that the stand located in the London Road, Southend-on-Sea opposite W H Smiths was still under review, subject to appropriate funding. Proposals in respect of the stand located in Lucy Road, Southend-on-Sea would be submitted to a future meeting following consideration of proposals under the Crime & Disorder Strategy for this area.

Mr Sutton indicated that the Southend Taxi Drivers' Association had considered problems currently being experienced and submitted a copy of the Association's suggested course of action for the Chairman's information. It was agreed that a copy of the submission be circulated to all Members of the Committee for their information.

Referring to the recommendation in respect of the stand in Bellhouse Lane, Leigh-on-Sea, the Committee was informed that a letter had been received from Councillor Aylen in respect of the proposals, copies of which were circulated at the meeting for Members' consideration. The Committee was also informed that the stand at this location would need to be split to accommodate the proposed extension whilst still enabling access over driveways.
