Resolved:

That the minutes of the meeting held on 14 January 2003 were confirmed as a correct record and signed.
78 Zanzibar, Basement of 33/35 Alexandra Street, Southend-on-Sea - Application for the Provisional Grant of a Public Entertainment Licence

Resolved:

1. That there was no objection to the application, subject to the submission to and approval by the Group Manager, Environmental Health for a scheme of acoustic insulation and sound control measures and a scheme of managerial measures, designed to minimise disturbance to surrounding occupiers and include following measures/conditions:

- The terminal hours to be Monday to Thursday 12.00am, Friday and Saturday 1.30am and Sundays 12.00am extending to 12.30am on Bank Holidays, except Easter Sunday.

- Capacity of the premises to be 400.

- The provision of entertainment in the Basement to be divided into two types. That which includes an element of 'live' entertainment and that which does not. The division of these forms of entertainments shall be 80% and 20% respectively. The provision of 'live' entertainment may exceed 80% but the provision of 'non-live' shall not exceed 20%. These figures will be calculated annually from the day of grant of any licence.

- No person under the age of 25 shall be permitted to the Basement unless said persons are first admitted to the Restaurant or Basement as part of a pre-booked party taking a meal. The licensee shall not encourage promotions aimed at young persons and will reflect this approach in their agreed business plan.

- Minimum of 60 covers to be set out (tables but not necessarily cutlery, etc) in the basement Friday and Saturday nights before midnight.

- Provision of CCTV

- Provision of registered door staff

2. That any provisional license granted should be of no effect until declared final by the Group Manager of Environmental Health following satisfactory completion of an agreed scheme of construction works in accordance with approved drawings.

Resolved:

1. That there was no objection to the application, subject to the submission to and approval by the Group Manager for Environmental Health of a scheme of acoustic insulation and sound control measures, and managerial measures designed to minimise disturbance to surrounding occupiers and include affirmation of conditions attached to the provisional Justices on Licence and incorporate conditions provided by the Police.

78The Committee received a report of the Director of Technical & Environmental Services No.DTES 03/67 which sought Members approval of the application by the owners of the Zanzibar for the grant of a new Provisional Public Entertainment Licence for the basement. Mr Bovill, the Applicant, Mr Hook, their legal advisor were in attendance at the meeting. One objector was in attendance. A copy of the Business Plan was provided.
79The Committee received a report of the Director of Technical & Environmental Services No.DTES 03/66 which sought Members approval of an application by Mr I Samuels for the variation of the existing provisional Public Entertainment licence covering this building. Briefly, the applicant seeks to relocate the licensed area from the ground floor to the basement. Mr Murrell, solicitor, and Mr Samuel, the applicant, were in attendance.
80The Committee thanked the Chairman for the able way in which she had conducted its' business during the last Municipal Year.
