274 East Beach Caravan Site - Application for Variation of Licence Conditions
Resolved:

1. That the application be refused on the grounds that it would lead to the complete loss of the site for the use of static caravans, contrary to the public interest as disclosed in the letters of objection and the fact that there is no other static caravan site within the Borough.

2. That the conditions as to the type and number of caravans on the site, together with the model conditions, remain in force and that the application for all year round use of the site also be refused.
275 Removal of Hackney Carriage Stand, Creation of New Hackney Carriage Stand
Resolved:

(1) That the existing stand be removed and a new Hackney Carriage stand be created for nine spaces on the west side of the road south of the junction with Canewdon Road, as illustrated on the plan attached to the report, be approved.

(2) That the removal and creation of the stands be duly advertised.
276 Creation of New and Amendment to Hackney Carriage Stands
Resolved:

(1) That the creation of a new Hackney Carriage stand be created for 3 spaces on the north west side of Crowstone Road, south west of the junction with London Road, Westcliff-on-Sea, as illustrated on the plan attached to the report.

(2) That the existing stand in Cliftown Road, Southend-on-Sea by made a 24 hour stand.

(3) That the creation and amendment of the stands detailed in (1) and (2) above be duly advertised.

274The Committee received a report of the Director of Technical & Environmental Services regarding an application to revise the conditions attached to the current site licence for the East Beach Caravan site so as to enable ‘Park Homes', which would be permitted to be permanently occupied, to be installed within the area of the site south of the MoD railway line (commonly known as the ‘south site'). Mr Peecock, the applicant, Mr Hughes of Omar Homes and Mr Hallaway, an observer, were in attendance at the meeting. Mrs Ayling, Mr Meads and Mr Ray spoke as objectors to the application. There were 24 other objectors also in attendance.

The Committee was informed that whilst application included the variation of condition 2(c), this condition related solely to the Northern site and was therefore not relevant to this application.
275In accordance with Minute No. 9(3) of the meeting of the Traffic & Parking Working Party held on 18 June 2003, the Committee considered a report by the Director of Technical & Environmental Services that sought Members' approval of the relocation of the existing Hackney Carriage Stand in Hamlet Court Road. The Committee was informed that no objections had been received to the proposals of the Working Party and that the Southend Taxi Drivers' Association had fully supported the scheme. A plan of the proposed scheme was attached to the report. Mr Sutton of Southend Taxi Drivers' Association was in attendance at the meeting.
276The Committee received a report of the Director of Technical & Environmental Services that sought Members' approval of an amendment to the timing of the stand in Cliftown Road and the creation of a new stand in Crowstone Road. A copy of a plan illustrating the proposed location of the new stand in Crowstone Road was attached to the report for Members' information. Mr Sutton of the Southend Taxi Drivers' Association was in attendance at the meeting.
