289 Request to operate a Fiat Freedom as a Private Hire Vehicle
Resolved:

That Condition 1(b)(iv) of the Council's Private Hire Vehicle Licensing Conditions be waived and that a Fiat Freedom motor vehicle be licensed as a Private Hire Vehicle.

Resolved:

That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the items of business as set out in the items below on the grounds that it involves the likely disclosure of exempt information as described in paragraph 4 of Part 1 of Schedule 12A to the Act.

289The Committee received a report of the Director of Technical & Environmental Services that sought Members' views on a request from Mr Lesley Webb to waive the Private Hire Vehicle Licensing Condition 1(b)(iv)relating to the length of a vehicle the effect of which would, if granted, permit a Fiat Freedom motor vehicle to be licensed as a Private Hire Vehicle or Hackney Carriage. Mr D Miles, Area Sales Executive of Allied Vehicles, and the applicant, Mr Webb were in attendance at the meeting. The Council's case was presented by Mr C Gabell who was supported by Mr A Evans. Members of the Committee accepted an opportunity to examine the vehicle in question.
291The Committee received a report of the Director of Technical & Environmental Services that provided background information in relation to an appeal by Mr PL against the suspension (and proposed revocation) of registration under the Council's Door Supervisor Registration Scheme. The appellant attended the meeting and was assisted by a representative of his current employers, Netherwood Services Ltd. PC Gibb and Ms J Flynn of the Police Licensing Unit were also in attendance. A copy of the letter of appeal provided by Netherwood Services Ltd on behalf of the applicant, together with a copy of the report from the Team Manager (Technical & Environmental Services) to the Group Manager (Technical & Environmental Services) supporting the suspension of the registration were circulated at the meeting. CCTV footage supplied by the Police Licensing Unit in support of their case was viewed by the Committee at the meeting.
292The Committee received a report of the Director of Technical & Environmental Services that provided background information in relation to an appeal by Mr NH against the refusal of registration under the Council's Door Supervisor Registration Scheme. The appellant was in attendance at the meeting. Ms J Flynn and PC Gibb of the Police Licensing Unit were also in attendance. A copy of the letter of appeal by Mr NH, together with a copy of the report from the Team Manager (Technical & Environmental Services) to the Group Manager (Technical & Environmental Services) supporting the refusal of registration and an extract from Licensing Door Supervisors published by the Security Industry Authority relating to offences were circulated at the meeting.
