27a Talza Way, Southend-on-Sea, SS2 5BG - Application for Review of Premises Licence
The Sub Committee received a report of the Corporate Director for Place concerning an application by the Licensing Authority for the review of the existing Premises Licence at 27a Talza Way, Southend on Sea, SS2 5BG. The application for the review was presented by Mr A Penn (Licensing Authority) and related to three of the licensing objectives, namely the prevention of crime and disorder, public safety and the protection of children from harm. Ms J Flynn (Essex Police) was also in attendance. Mr D Dadds (Solicitor), Mr Waites (supporting Mr Dadds) and Mr Shetty (Licensee) were in attendance and made their representations against the application for the review of the licence. The Sub Committee took this matter very seriously. On 12th October 2013, 4th November 2013 and 31st December 2013 the licensee was in breach of a number of conditions, namely conditions 2, 5, 6, 7, 8, 9, 10 and 11 and had failed to promote three of the four licensing objectives, namely the prevention of crime and disorder, public safety and the protection of children from harm. The Sub Committee therefore: Resolved: 1. That a suspension of the licence for a period of one week (7 days) commencing Sunday 6th April 2014 and finishing Saturday 12th April 2014, be imposed. 2 That Condition 13 be amended to read as follows: The licensee shall ensure that all staff are trained to at least British Institute of Innkeepers (BII) Level 1 award in Responsible Alcohol Retailing or equivalent, (this shall include passing the Level 1 exam) before they are permitted to sell alcohol. Certificates shall be available for inspection at the premises.'
