885The Sub Committee received a report of the Corporate Director Enterprise, Tourism & the Environment concerning an application from Mr S Ramanathan for a personal licence.

Mr Ramanathan attended the hearing and presented his case.

An objection to the application for the personal licence was presented by Ms J Flynn, Essex Police South East Division Licensing Unit, on crime prevention grounds.

The Sub Committee considered all the evidence and submissions that had been made at the meeting and the written documentation that had been presented prior to the hearing. The Sub Committee also had regard to the National Guidelines and the Borough Council's Statement of Licensing Policy.

The Sub Committee accepted the concerns expressed by the Police and there were no exceptional and compelling circumstances which would justify the grant of the application. The Sub Committee therefore:
