Resolved:

That the proposed new Licence conditions as set out below in respect of Mayhem Nightclub, The Basement, Maitland House, Chichester Road, Southend-on-Sea, Essex SS1 2JY be attached to the Licence in place of the existing conditions in annex 2, without a time limitation.

The Licensee shall:

1. Provide Mr R. Linggood with direct contact to the General Manager of Mayhem by Mobile telephone or in case of the General Manager not being on site directly to the club whereby he should speak to the Duty Manager on 01702 445630.

2. Ensure signs are placed on the route to the smoking area advising customers of the clubs neighbours and that anybody causing excessive noise may be ejected from the club.

3. Ensure that cards are given periodically to smokers stating the above.

4. Ensure that no more than thirty customers are permitted to be in the smoking area at any one time.

5. Provide a dedicated member of staff to ensure that no more than thirty enter this area by way of clickers (clicking in and out) and to ensure the noise is kept at an acceptable level. This will also be a priority of the door staff and external marshals and will be detailed in any inductions, as such.

6. Ensure that two Marshals are present within the area for a minimum of 30 minutes after the terminal hour to assist in the dispersal of any lingering customers.

282The Sub Committee received a report of the Corporate Director for Place concerning an application by Mr R Linggood, a local resident, for the review of the premises licence in respect of Mayhem Nightclub, The Basement, Maitland House, Chichester Road, Southend-on-Sea, Essex SS1 2JY.

Mr Linggood was in attendance at the hearing. Mr G Stokes (Designated Premises Supervisor and Manager) and Mr R Daby (Respondent's Solicitor) were also in attendance.

The Sub Committee noted that Mr Linggood and Licence Holder had agreed a new set of conditions to be attached to the Licence and, on this basis, Mr Linggood did not want to continue with this application. The conditions were attached to the report of the Corporate Director for Place No. DfP 13082 at Appendix 2.

The Sub Committee accepted the proposed resolution of the application on this basis.
