Resolved:

That the application be granted subject to:

1. The Conditions drawn from the Operating Schedule contained in Appendix 1 of the report of the Corporate Director for Place subject the amendment to Condition 2 to now read as follows:

"The Licensee shall ensure that perimeter checks are carried out during such occasions when musical entertainment or amplified sound is provided under the Licence. Such checks shall be undertaken outside nearby residential properties on at least two occasions during the course of such events to ensure that noise levels are unlikely to cause disturbance. A contact telephone number for residents' use shall be displayed outside the premises."

2. The Conditions agreed between the Applicant and Essex Police set out in Appendix 2 of the report of the Corporate Director for Place.

995The Sub Committee received a report of the Corporate Director for Place concerning an application from Mr Darrell Binding on behalf of Our Lady of Lourdes and St Josephs RC Church for the grant of a premises licence at the Lourdes Parish Centre, 1 Cliffsea Grove, Leigh-on-Sea, Essex SS9 1NG.

The Application was presented by Mr Darrell Binding (Applicant). Mrs Angela Clements (Acting Chair of the Parish Centre Committee) was also in attendance and spoke at the meeting.

The Sub Committee noted that no objections to the application had been received from the Responsible Authorities, although Conditions had been agreed between the applicant and Essex Police. These were set out in Appendix 2 to the report of the Corporate Director for Place.

There had however, been one letter of objection making representations relating to the potential for noise nuisance and traffic and parking issues on immediate surrounding area. The objector did not attend the hearing.

During the presentation of the application, the applicant clarified that the openings hours on New Year's Eve would be 08.30 a.m. until 00.45 a.m. on New Year's Day.

The Sub Committee listened to all the evidence and submissions, and read all the documents. It had regard to the Statutory Guidance Notes and Southend-on-Sea Borough Council's Statement of Licensing Policy. The Sub Committee further considered the four licensing objectives namely the prevention of crime and disorder, public safety, the prevention of public nuisance and the protection of children from harm.

The Sub Committee concluded that that the objection would be adequately addressed by conditions that would be appended to the licence. It was therefore:
