1001 Eastwood Academy Trust, Rayleigh Road, Eastwood, Leigh-on-Sea, Essex SS9 5UU - Application for the Grant of Premises Licence
 The sub-committee received a report of the Corporate Director for Place concerning an application that had been made by Eastwood Academy Trust for the grant of a Premises Licence at Eastwood Academy, Rayleigh Road, Eastwood, Leigh on Sea, SS9 5UU.

The application was presented by Mr P West (Applicant's Agent).

The Sub-Committee noted that no objections to the application had been received from the Responsible Authorities. However, Conditions had been agreed between the applicant and Essex Police which are set out in Appendix 3 and conditions had also been agreed between the applicant and other interested parties which are set out in Appendix 4 to the report of the Corporate Director for Place.

1 representation had been received from Mr and Mrs Slyfield who attended the hearing. Their concerns related to noise nuisance and anti-social behaviour.

The Sub Committee considered all the evidence and submissions that had been made at the meeting and the written documentation that had been presented prior to the hearing. The Sub Committee also had regard to the National Guidelines and the Borough Council's Statement of Licensing Policy and considered the four licensing objectives, namely the prevention of crime and disorder, public safety, the prevention of public nuisance and the protection of children from harm, as they related to this application.

The Sub Committee were satisfied that the conditions they will impose, together with those offered at the hearing would satisfactorily address the residents concerns. The Sub Committee therefore:

Resolved:

That the application for a premises licence for Eastwood Academy Trust, Rayleigh Road, Eastwood, Leigh-on-Sea, Essex, SS9 5UU, be granted, subject to:

(i) The mandatory conditions set out in Appendix 1 to the report of the Corporate Director for Place.

(ii) The conditions consistent with the Operating Schedule set out in Appendix 2 to the report of the Corporate Director for Place subject to the deletion of Condition 4 which is covered in Appendix 3.

(iii) The additional conditions agreed between the applicant and Police contained in Appendix 3 to the report of the Corporate Director for Place,

(iv) The conditions agreed between the applicant and interested parties in Appendix 4 to the report of the Corporate Director for Place;

(v) The following additional condition to be added to the Operating Schedule (Appendix 2 to the report):

‘The Licence holder shall ensure that the licensing authority and police are notified in writing 14 days in advance of any forthcoming licensed event. This notification shall include the date of the event and terminal hour of the event.'
