1001 Exclusion of the Public.
Resolved:

that, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the items of business set out below on the grounds that they involve the likely disclosure of exempt information as defined in Part 1 of Schedule 12A to the Act, and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

1002 Grievance Appeal - Employee RL
The Committee considered a grievance appeal by employee RL. The appellant was accompanied by her trade union representative, Mr T Snellor. The Council's case was presented by Mr J Williams. The Council called Mrs J Ruffle as a witness.

The Committee recognised that RL was genuinely aggrieved by the manner in which the overpayment had been handled by the Council and the Committee instructed the Human Resources and Communication Section of the Support Services Directorate to review its procedures and policies in light of the errors made in this case. The Committee suggested that Managers should conduct one to one session with their staff and this should be incorporated into the review.

Resolved:

1. That the grievance was not upheld. Ms Lacy would need to repay the monies owing.

2. That Human Resources and Communication review its policies and procedures in relation to overpayment and develop a more robust procedure for dealing with overpayments.

(Note: Councillor D Norman asked for his vote against recommendation 1 to be recorded pursuant to Council Procedure Rule 40.2)
1003 School Transport Appeal - Pupil SD

The Committee considered a report of the Corporate Director of Children & Learning together with supporting correspondence from the parent of pupil SD in connection with an application for home to school transport assistance.

Resolved:

That, subject to review in July 2007, the appeal be allowed and school transport assistance be granted .
1004 School Transport Appeal - Pupil ZC

The Committee considered a report of the Corporate Director of Children & Learning together with supporting correspondence from the parent of pupil ZC in connection with an application for home to school transport assistance.

The Committee noted that the pupil was already in receipt of a bus pass and the parent was requesting provision of a taxi in the mornings only.

Resolved:

That there being no circumstances reported which would justify a departure from the Council's policy the appeal be dismissed.
