3 Minutes of the Meeting held on Thursday, 6th November, 2008
Resolved:

That the Minutes of the meeting held on Thursday 6 November 2008 be received and confirmed as a correct record.
4 Westborough 20 mph Zone Extension Proposals
Resolved:

That the Cabinet Committee be recommended:

(i) that the scheme be implemented and authorise the Chief Executive and Town to confirm the Orders as advertised; and

(ii) that a review of the scheme be undertaken within the first year following implementation which should include the possible re-instatement of two way traffic in Westborough Road and the direction of travel of the one way traffic flows in Brightwell Avenue and Ramuz Drive.
5 North Road Improvement Scheme
Resolved:

That the Cabinet Committee be recommended that the scheme be implemented and that the Chief Executive & Town Clerk be authorised to confirm the Orders as advertised.
6 North, South and Central Avenues and the Immediate Area - Traffic and Highway Improvement Proposals
Resolved:

That the Cabinet Committee be recommended that the scheme be implemented and that the Chief Executive & Town Clerk be authorised to confirm the Orders as advertised subject to the following amendments:

(i) the removal of the following proposed parking places in the roads indicated:

North Avenue: outside numbers 206,276/278, 280/282, 294/296, 314, 316 & 332
Central Avenue: outside numbers 291/293 & 295/297; and

(ii) the removal of the kerb build out to the west of Ely Road.
7 Proposed Bournemouth Park Road Route Accident Reduction Scheme
Resolved:

That the Cabinet Committee recommended that:

(i) subject to the change of the road humps to speed cushions in all of the roads except for Byron Avenue and the extension of the waiting restrictions in Royston Avenue from 15 metres to 37 metres from its junction with Bournemouth Park Road, and any amendments recommended by the safety auditor, the amended scheme as set out in the report and illustrated in Drawing No. CA99/07 Revision A in Appendix 3D be approved; and

(ii) that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant Traffic Regulation and Notices necessary for the scheme and, should no objections be received following the statutory consultation, the Orders be confirmed and the proposals be implemented.
8 Kursaal/St Lukes/Southchurch Area - Traffic,Parking and Environmental Improvement Proposals
Resolved:

That the Cabinet Committee be recommended that, subject to the advertising of a notice reducing the gradient of the speed tables from 1:10 to 1:15, the Chief Executive & Town Clerk be authorised to confirm the Orders as advertised and the scheme be implemented.
9 Members Requests for Parking, Crossings, Speed and Road Safety Schemes
Resolved:

That the report be noted.
10 Local Transport Plan Integrated Transport - Southend NHS Hospital Trust Bus and Taxi Interchange Update
Resolved:

That the progress made with Southend Hospital NHS Trust on the proposed bus and taxi interchange be acknowledged and the work between Officers of this Council and the Hospital, to undertake a consultation process with interested parties to enable the provision of a final scheme design be supported.
11 Petition Received - Maldon Road and Milton Street - Traffic Volume, Speed and Parking Problems
Resolved:

That the content of the petition be noted and that, if necessary, further consideration is given by the Traffic and Parking Working Party when the matters raised by the petition have been investigated by Officers in the context of the Councils Local Transport Plan and other Strategies as appropriate.
12 Petition Received - Western Approaches - Waiting Restrictions Required
Resolved:

1. That the content of the petition be noted.

2. That for the reasons stated in the report, the petitioner be informed that
it was not possible to comply with the request to retain the existing temporary waiting restrictions following completion of the adjacent highway works.

3. That that the petitioners' request for waiting restrictions to be provided on Western Approaches at the vehicular access to Bishop House be considered as part of the proposals being developed to reinstate highway safety and unobstructed vehicular traffic flow in the areas surrounding the Royal Bank of Scotland's offices.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received following the advertisement of traffic calming proposals for the Westborough 20 mph Zone Extension, and after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee. Copies of letters of objection that had been received to the proposals since the publication of the Agenda were circulated and summarised at the meeting. Large scale plans illustrating the proposals were displayed at the meeting.

In response to concerns expressed at the meeting the Working Party felt that scheme should be monitored and a review undertaken in the first year following implementation, which should include the possibility of re-instatement of two way traffic in Westborough Road and the direction of travel of the one way traffic flows in Brightwell Avenue and Ramuz Drive.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received following the advertisement of proposed traffic calming measures and improvements in and around North Road, and after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee. Copies of letters of objection that had been received to the proposals since the publication of the Agenda were circulated and summarised at the meeting. Large scale plans illustrating the proposals were displayed at the meeting.

The Chairman assured the Working Party that, wherever possible, the speed tables would have a gradient of 1:15.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received following the advertisement of proposed highway improvements in and around the North, South and Central Avenue Areas, and after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee. Copies of letters of objection that had been received to the proposals since the publication of the Agenda were circulated and summarised at the meeting. Large scale plans illustrating the proposals were displayed at the meeting.

In response to one of the objections received, the Working Party was informed that the scheme could be amended by the removal of the proposed kerb build out to the west of Ely Road and the reduction of a total of 11 proposed parking bays in North and Central Avenues to increase visibility in these roads.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the results of the consultation for proposed accident remedial and safety measures along Bournemouth Park Road, including improvements for cyclists along the recommended cycle route and children in the vicinity of Bournemouth Park Primary School, and which sought Members' approval to recommend to the Cabinet Committee that the necessary Traffic Regulation Orders and Notices be advertised.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received following the advertisement of proposed traffic, parking and environmental improvements in the Kursaal/St Lukes/Southchurch area, and after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee. Copies of letters of objection that had been received to the proposals since the publication of the Agenda were circulated and summarised at the meeting. Large scale plans illustrating the proposals were displayed at the meeting.

The Working Party was informed that, in the light of the representations received, the gradient of the speed tables would be reduced from 1:10 to 1:15.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that provided an update to Members on the requests that had been received the requests that had been received from Local Ward Councillors for traffic, parking or road safety measures.

With regard to the pedestrian/traffic count in Westcliff Parade/Station Road, Westcliff-on-Sea, the Chairman gave assurances that a further count would be undertaken during the evening and the situation reviewed when the coach stops had been relocated.
10The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the progress that had been made on the joint development with the Southend NHS Trust of a proposed Bus and Taxi Interchange facility at Southend General Hospital.
11The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the receipt of a petition comprising 28 signatures regarding the volume and speed of traffic and parking problems in Maldon Road and Milton Street.
12The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the receipt of a petition comprising 26 signatures requesting that the temporary waiting restrictions in Western Approaches be retained permanently.
