3 Prittlewell Chase, Westcliff on Sea: Proposed Installation of Staggered Zebra Pedestrian Crossings and Cycle Lanes in the Vicinity of Southend High School for Boys (part-funded by KeyMed Ltd)
Resolved:

That the Cabinet Committee be informed that, subject to the satisfactory resolution of the issues relating to the build outs that:

(i) the detailed design for the installation of the zebra crossings and the advisory cycle lanes and associated carriageway works be supported;

(ii) the Chief Executive and Town Clerk be authorised to advertise the relevant Notices for the zebra crossings and Traffic Regulation Orders (TROs) in connection with the proposed parking restrictions and ‘School Keep Clear' markings; and

(iii) that should no objections to the TROs/Notices be received, the Orders be confirmed and the proposals be implemented.
4 Award of Parking Enforcement Contract
Resolved:

That the award the contract for On-Street Parking Enforcement and Street Surveillance Services Contract for a period of five years with an option of a two year extension to the leading Tenderer, Supplier 2, APCOA be noted. The contract is to commence on 1st March 2009.

3The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment concerning a proposal to install two staggered, zebra pedestrian crossings in Prittlewell Chase, east of the access gates to Southend High School for Boys, to install advisory cycle lanes in Prittlewell Chase, between Hobleythick Lane and the Prittle Brook Greenway and which sought Members' approval to recommend to the Cabinet Committee that the scheme be supported for implementation and the necessary Traffic Regulation Orders and Notices be advertised. Large scale plans illustrating the proposals were displayed at the meeting.

Whilst the Working Party was generally supportive of the scheme, concern was expressed at the loss of space available for parking and parents dropping off their children off. The Working Party was informed however, that the school had been consulted and were fully supportive of the proposals. The school was working hard to educate students and their parents to reduce the numbers of children travelling to the school by car and promoting the use of cycles.
4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the award of the contract for On-Street Parking Enforcement and Street Surveillance Services Contract for a period of five years with an option of a two year extension.
