2 Declarations of interest.
The following declarations of interest were made at the meeting;-

(a) Councillor Waite (Chairman) - Agenda Item 6 (Objections to Traffic Regulation Orders - Various Locations) - Sister-in-law owns a property in one of the roads - Personal

5 Objections to Traffic Regulation Orders - Various Locations
Resolved:

That the Cabinet Committee be recommended that, the Chief Executive & Town Clerk be authorised to confirm the Orders as advertised, subject to the following amendments so as to lessen the effect of the proposed restrictions:

- Finchley Road/Cranleigh Drive
The reduction to the original proposal of At Any Time waiting restriction of 15m in Finchley Road and 35m in Finchley Road opposite the junction to 10m on the junction only.

- Colbert Avneue
The reduction of the no waiting at anytime restrictions to 10m only on the junctions with Burges Road, Clieveden Road, Walton Road, Warwick Road and Lynton Road with no restrictions opposite the junctions.

- Byrne Drive, Hampton Gardens, Thornford Gardens and Keith Way
No further action to be taken, existing restrictions to be retained.

- Christchurch Road, junction with Wimbourne Road
The proposed restrictions to be at a reduced length across 59 Christchurch Road.

- Christchurch Road, junction with Branksome Road
The reduction of the proposed no waiting at any time restrictions to 10m on the junction only.

- Rochford Road
The lessening of the restrictions to no waiting at any time between 8.00 a.m. to 6.00 p.m. Mondays to Fridays.

- Quebec Avenue/Hillcrest Road/Toledo Road/Toledo Close
The reduction of the extent of the restrictions to no waiting at any time for a length of 10m at the junctions.

6 Members Requests for Parking, Crossing, Speed and Road Safety Schemes
Resolved:

That the report be noted.
7 Shoebury High School - Traffic, Parking and Environmental Improvement Proposals
Resolved:

That the Cabinet Committee be recommended to approve the following:

(i) The construction of a paved area between Rampart Street and Smith Street as shown in Appendix 6 of the report.

(ii) The narrowing of the carriageway & extension of the one way working between Rampart Street and Smith Street as shown in Appendix 6 of the report.

(iii) Minor environmental improvements at junction of Hinguar Street, George Street & Gunners Road as shown in Appendix 6 of the report.

(iv) The measures necessary to establish a cycle route on the High Street as shown in Appendix 6 of the report.

(v) The statutory consultation on the appropriate Traffic Regulations Order and Notices and should no objections be received the traffic orders be implemented confirmed and the proposals implemented.

(vi) The location of parking bays being marked out along the entire length of the High Street as shown in Appendix 6 of the report, to facilitate a safe parking regime and in view of the feedback from consultation to re-consult on the timing and usage of the bays as part of the wider Shoebury Station Area Parking Review.

8 Streets in the area around the Royal Bank of Scotland Offices - Dangerous and Obstructive Parking
Resolved:

That the Cabinet Committee be requested:

1. To authorise Officers to advertise Traffic Regulation Orders, as necessary, to facilitate the implementation of waiting restrictions and school "keep clear" areas, as described in this report, to remove the obstructive and dangerous parking in the streets in the area around the Royal Bank of Scotland's offices in Thanet Grove.

2. That if no objections are received to the statutory notices the Traffic Regulation Orders, be confirmed and implement the waiting restrictions be implemented.

9 Prittlewell Chase, Westcliff-on-Sea: Proposed Installation of Staggered Zebra Pedestrian Crossings and Cycle Lanes in the Vicinity of Southend High School for Boys (part-funded by KeyMed Ltd)
Resolved:

That the Cabinet Committee be recommended:

1. That the detailed design for the installation of the zebra crossings and the advisory cycle lanes and associated carriageway works be implemented.

2. That the relevant Notices for the zebra crossings and Traffic Regulation Orders, in connection with the proposed parking restrictions and existing ‘School Keep Clear' markings, be advertised.

3. That should no objections be received following statutory advertisement, the proposed Traffic Regulation Orders be confirmed and the proposals be implemented.

5The working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement of the proposed Traffic Regulation Order (TRO) at various locations within the Borough, and after having considered those representations, together with those made at the meeting, to make an appropriate recommendation to the Cabinet Committee.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the progress that had been made since its meeting held on 17 December 2008 with the prioritisation of the Members' Requests.

With reference to the request by Councillor J Garston (C1) for a zebra or puffin crossing facility in Westcliff Parade, it was suggested that a further pedestrian count be undertaken in the evening to identify possible problems when performances are taking place at the Cliffs Pavilion.

Referring to his request P9, Councillor Wexham (P9) asked for the Leigh Area (Hadleigh Rd/Leigh Park Road) be treated as three separate areas.

Regarding the request by Councillor Aylen (P2), it was pointed out that residents of Belfairs Park Drive didn't want any changes made.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the results of the public consultation that had been undertaken on proposals for traffic, parking and environmental improvements in the vicinity of Shoebury High Street and which sought appropriate recommendation to the Cabinet Committee whether to proceed to statutory consultation on the necessary traffic regulation orders required for the scheme.

In response to a question regarding the public consultation, the Chairman undertook to provide a summary of the costs of the exercise.
8The Working Party received a report of the Corporate Director Enterprise Tourism and the Environment that informed Members of the parking problems identified in streets in the area around the Royal Bank of Scotland's offices in Thanet Grove and which sought to recommend to the Cabinet Committee the authorisation for the advertisement of a Traffic Regulation Order necessary for the implementation of Waiting Restrictions, as listed at Appendix A and shown on the plans at Appendix B to the report, to reinstate highway safety and unobstructed vehicular traffic flow in the area.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval of the proposal to introduce limited waiting restrictions, to facilitate parental parking in Prittlewell Chase and ‘no waiting at any time' restrictions in the central reserve opposite the vehicular entrance to the Southend High School for boys, together with the installation of the Zebra crossings as detailed on the plan circulated with the report as Appendix 1 (drawing no CE5004/19), and to recommend to the Cabinet Committee to authorise the advertisement of the necessary Traffic Regulation Orders (TROs) and Notices associated with these proposals.
