3 Minutes of the Meeting held on Thursday, 12th February, 2009
Resolved:

That the Minutes of the meeting held on 12 February 2009 be received and confirmed as a correct record.
4 Bournemouth Park Road Route Accident Reduction Scheme Proposals
Resolved:

That the Cabinet Committee be recommended:

1. That the Orders be confirmed as advertised.

2. That the minor alteration regarding the location of the bus stop (which was not included in the Statutory consultation and Traffic Regulation Order) suggested by a local resident be reconsidered after a period of 6 months.

Reasons for Decision

To ensure improve road safety and traffic flow at the various locations.

Other Options

Do Nothing - not considered appropriate given the safety implications.

5 Objections to Traffic Regulation Orders - Various Locations
Resolved:

That the Cabinet Committee be recommended to confirm the Order as advertised, subject to the following amendments so as to lessen the effect of the proposed restrictions:

- The Leas: junctions with Palmerston Road, Pembury Road and Cobham Road
The reduction of the proposed waiting restrictions to 10 metres on each side of the junctions;

- Seaforth Road
No further action be taken with the proposed waiting restrictions.

Reasons for Decision

To ensure improve road safety and traffic flow at the various locations.

Other Options

No action - This option is not viable, all locations raised as a concern are inspected by Officers to provide a professional opinion as to any perceived safety or traffic flow concern. Where the concern is supported, proposals to restrict parking are instigated. Where Officers do not agree that a perceived safety or traffic flow problem exists, no further action is taken.

6 Road Safety Scheme, Leigh Road, Leigh-on-Sea: Proposed Relocation of the Existing Zebra Pedestrian Crossing at Woodfield Park Drive
Resolved:

That Cabinet Committee be recommended that, the following be supported:

• The detailed design for the relocation of the zebra and the associated central pedestrian refuge and carriageway works be progressed;
• The relevant Notice for the zebra crossing, be advertised in conjunction with localised public consultations on the proposals;
• Should no objections be received, the proposals be implemented.

Reason for Decision

To enhance road safety at the crossing by reducing the length of the zebra (by the creation of two shorter crossings), narrowing of the carriageway running lanes and increasing the available sighting distance of the crossing for drivers emerging from Woodfield Park Drive (to the north) and Woodfield Road (to the south).

Other Options

• Re-locate the crossing a greater distance than 8.5 metres to the east, to improve sighting distances still further for drivers turning east from Woodfield Park Road - discounted because it would have resulted in a reduction of parking in the bays, adjacent to the northerly kerb line, east of the crossing. It would also move the crossing a greater distance from the existing pedestrian desire line.
• Narrow the carriageway rather than install a pedestrian refuge - there is a deep ‘ACCO' type surface water drain along the northerly kerb line which carries rain water into Woodfield Park Drive and Lansdowne Avenue (there are no road gullies). The re-location of this would prove costly.
• Re-locate the zebra as proposed with no central pedestrian refuge - discounted because the safety benefits of shorter crossing points and narrower running lanes would be lost.

4The Traffic & Parking Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement of the proposed Traffic Regulation Order (TRO) in respect of the Bournemouth Park Road Route Accident Reduction Proposals and after having considered those representations, together with those made at the meeting, to make an appropriate recommendation to the Cabinet Committee.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement of the proposed Traffic Regulation Order (TRO) at various locations within the Borough, and after having considered those representations, together with those made at the meeting, to make an appropriate recommendation to the Cabinet Committee.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval of a proposal to re-locate the existing zebra crossing adjacent to Woodfield Park Drive, to a new location 8.5 metres eastwards and the installation of a pedestrian refuge at its approximate centre, and to recommend to the Cabinet Committee that the necessary Statutory Notice be advertised.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the progress that had been made with the prioritisation of the Members' Requests together with the details of the new requests that had been received.

The Working Party was also informed that some additional finance for the programme may continue out of the new LTP funding.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the petitions that had been received since its last meeting.
