Resolved:

That the Minutes of the meeting held on Wednesday, 29 April 2009 be received and confirmed as a correct record.

Resolved:

That the Minutes of the meeting held on Monday, 15 June 2009 be received and confirmed as a correct record.
5 Objections to Traffic Regulation Orders - Various Locations Surrounding Southend University Hospital and Royal Bank of Scotland Building
Resolved:

That the Cabinet Committee be recommended that subject to clarification of the funding of the proposals and the following amendments, the Order be confirmed and the proposals be implemented:

• Junction of Lavender Grove with Carlton Avenue - reduce duration of the restrictions to 8.00 a.m. to 7.00 p.m.;
• Junction of Somerset Avenue with Bridgwater Drive - withdraw proposed waiting restriction opposite the junction;
• Junctions of roads within the Somerset Estate - wherever appropriate reduce length of restrictions to 5 metres and minimise width of line markings;
• Rosary Gardens - subject to clarification of the timing of the shift patterns at Royal Bank of Scotland, reduce the extent of the restrictions to a maximum duration of 8.00 a.m. to 6.00 p.m.
• Henley Crescent - investigate the possibility of reducing the length of the restrictions on the junctions to 5 metres.
6 Experimental Traffic Regulation Order - Various Roads Surrounding RBS Thanet Grange
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Traffic Regulation and Notices necessary to restrict parking in Westbourne Grove, Rosary Gardens and Southbourne Grove for one hour in the morning and one hour in the afternoon and, should no objections be received following the statutory consultation, the Orders be confirmed and the proposals be implemented.
7 Accident Remedial Scheme: MIlton Road at its Junction with Canewdon Road & St Vincent's Road, Westcliff-on-Sea (funded by KeyMed Ltd)
Resolved:

That the Cabinet Committee be recommended:

1. That the detailed design for the installation of the raised tables and the associated carriageway works be progressed.

2. That the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant notices required for the raised tables, in conjunction with localised public consultations on the proposals and subject to there being no objections being received, the proposals be implemented.

3. That Keymed be thanked for their contribution.
8 Road Safety Scheme: Lifstan Way, North of Shaftesbury Avenue - Improvements to Crossing Facilities (funded by KeyMed Ltd)
Resolved:

That the Cabinet Committee be recommended:

1. That the detailed design for the installation of the raised zebra crossing and the associated central pedestrian refuge and carriageway works be progressed.

2. That the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant Notice for the zebra crossing, in conjunction with localised public consultations on the proposals and subject to there being no objections received, the proposals be implemented.

3. That Keymed be thanked for their contribution.

5The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement of the proposed Traffic Regulation Order (TRO), following a review of various junctions surrounding Southend University Hospital and Royal Bank of Scotland buildings and which sought appropriate recommendation to the Cabinet Committee.
6The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement of the Experimental Traffic Regulation Order for various locations in the vicinity of the Royal Bank of Scotland building in Thanet Grange and which sought appropriate recommendation to the Cabinet Committee.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to the proposal to install traffic calming in Milton Road, in the form of raised tables north and south of Canewdon Road (one under the existing zebra crossing), and to recommend to the Cabinet Committee that the necessary statutory notices be advertised.
8The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that sought Members' approval to the proposal to install a raised zebra crossing at the location of the existing informal crossing point, north of Shaftesbury Avenue, and to recommend to the Cabinet Committee that the necessary Statutory Notice be advertised.
