1 Apologies and substitutions.
Apologies for absence were received from Councillors I T Robertson (Substitute: Councillor Hadley) and M Stafford (Substitute: Councillor Assenheim).
2 Declarations of interest.
The following declarations of interest were made:

(a) Councillor Waite - Agenda Item No. 7 (Objections to Traffic Regulation Orders - Royal Terrace) - Prejudicial (withdrew);

(b) Councillor Lamb - Agenda Item No. 4 (Objections to Traffic Regulation Order - Proposed Leigh North Street School 'Safer Journeys to School' Scheme) - Governor at West Leigh School - Personal;

(c) Councillor Lamb - Agenda Item No. 7 (Objections to Traffic Regulation Orders - Royal Terrace) - Involved with Parades in this area - Personal;

(d) Councillor Morgan - Agenda Item No. 7 (Objections to Traffic Regulation Orders - Royal Terrace) - Prejudicial (withdrew);

3 Minutes of the Meeting held on Monday, 13th July, 2009
Resolved:

That the Minutes of the meeting held on Monday 13th July 2009 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Order: Proposed Leigh North Street School 'Safer Journeys to School' Scheme
Resolved:

That the Cabinet Committee be recommended that the Orders be confirmed as advertised.
5 Objections to Traffic Regulation Orders: Edwards Hall School 'Safer Journeys to School' Scheme.
Resolved:

That the Cabinet Committee be recommended:

1. That the Traffic Regulation Order in respect of the proposed waiting restrictions be confirmed as advertised.

2. That the Traffic Regulation Order in respect of the 20 mph zone be confirmed as advertised and that the traffic calming measures in the form of speed cushions and tables be implemented as advertised.

3. That the proposals for the one way traffic flow in MacMurdo Road be deferred and a report be submitted to the Traffic & Parking Working Party and Cabinet Committee in approximately 6 months.

4. That the school be requested to ensure that all deliveries be made via Bosworth Road.
6 Objections to Traffic Regulation Orders: Eastern Junction of Mendip Crescent and Prince Avenue
Resolved:

That the Cabinet Committee be recommended:

1. That the Traffic Regulation Order necessary for the waiting restrictions at the location be confirmed, the final extent of which to be delegated to the Corporate Director Enterprise, Tourism and the Environment in consultation with the Executive Councillor Planning & Transport.

2. That the possibility of a temporary parking bay on the highway for persons with disabilities be investigated and, if required, the Corporate Director Enterprise, Tourism and the Environment, in consultation with the Executive Councillor Planning & Transport, be authorised to advertise the necessary Traffic Regulation Order.

7 Objections to Traffic Regulation Orders: Royal Terrace.
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment, in consultation with the relevant Executive Councillor, to confirm the Traffic Regulation Order as necessary following clarification of the Cliftown Area Resident's Parking Scheme.

8 Road Safety Scheme: College Way, Southend-on-Sea (Funded by a Section 106 Agreement & Olympus KeyMed Ltd)
Resolved:

The the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Notices for the raised table, in conjunction with localised public consultations on the proposals and that, subject to there being no objections received, the proposals be implemented.
9 Members Requests' for Parking, Crossing, Speed & Road Safety Schemes
Resolved:

That the report be noted.
10 Traffic Regulation Orders - Requests for New or Amended Restrictions, Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to arrange for the relevant Traffic Regulation and Notices for the roads listed in Appendix 1 to the report be advertised and, should no objections be received following the statutory consultation, the Orders be confirmed and the proposals be implemented.
11 Cliffs Pavilion Car Park - Charging
Resolved:

That Cabinet Committee be recommended that consideration of the matter be deferred until the next meeting.

4The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the proposed Traffic Regulation Orders and notices required for the Leigh North Street Safer Journeys to School scheme and, after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
5The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the proposed Traffic Regulation Orders and notices required for the Edwards Hall Safer Journeys to School scheme and, after having considered those representations, together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
6The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the proposed Traffic Regulation Orders at the eastern of junction of Mendip Crescent and Prince Avenue and, after having considered those representations together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
7The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the proposed Traffic Regulation Orders in Royal Terrace and, after having considered those representations together with those made at the meeting, sought appropriate recommendation to the Cabinet Committee.
8The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that appraised Members of a proposal to install traffic calming in College Way, in the form of a raised table at the junction with London Road, and which sought approval to recommend to the Cabinet Committee that the necessary Statutory Notices be advertised.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the progress that had been made with the prioritisation of the Members' Requests, together with the details of the new requests that had been received.
10The Working Party received a report of the Corporate Director Enterprise, Tourism & the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory notices for proposed Traffic Regulation Orders at various locations within the Borough be advertised.
11The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment concerning a proposal to introduce parking charges at the Cliffs Pavilion Car Park.

The Working Party expressed its concern at the possible impact on parking for residents in San Remo Parade and the surrounding area. Clarification was also sought as to the manner of parking. It was therefore:-
